North Korea Making Missile Able To Hit The U.S.

Intelligence indicates that North Korea is moving ahead with building its first road-mobile intercontinental ballistic missile, an easily hidden weapon capable of hitting the United States, according to Obama administration officials. The intelligence was revealed in a classified Capitol Hill briefing last month. Its existence was made public in a letter to Defense Secretary Leon E. Panetta from five House Republicans. “As members of the House Armed Services subcommittee on strategic forces …, we write out of concerns about new intelligence concerning foreign developments in long-range ballistic missile development, specifically ballistic missiles capable of attacking the United States,” the Nov. 17 letter said. “We believe this new intelligence reiterates the need for the administration to correct its priorities regarding missile defenses, which should have, first and foremost, the missile defense of the homeland.”

Officials familiar with the intelligence said government analysts believe the missile could be a variant of North Korea’s new Musudan intermediate-range missile, first disclosed publicly in October 2010. The CIA assesses that North Korea also has a substantial arsenal of chemical weapons. North Korea was a party to the Nuclear Non-Proliferation Treaty but withdrew in 2003, citing the failure of the United States to fulfill its end of the Agreed Framework, a 1994 agreement between the states to limit North Korea’s nuclear ambitions, begin normalization of relations, and help North Korea supply some energy needs through nuclear reactors.

A government shutdown occurs when a government discontinues providing services that are not considered “essential.” Typically, essential services include police, fire fighting, armed forces, utilities and corrections. Interestingly, Congress and the President are exempt from the furlough and continue to receive compensation despite the fact that other services are suspended.

Inconvenienced Citizens

  • Medicare: Some 400,000 newly eligible Medicare recipients were delayed in applying for the program.
  • Social Security: Claims from 112,000 new Social Security applicants were not processed. 212,000 new or replacement Social Security cards were not issued. 360,000 office visits were denied. 800,000 toll-free calls for information were not answered.
  • Healthcare: New patients were not accepted into clinical research at the National Institutes of Health (NIH) clinical center. The Centers for Disease Control and Prevention ceased disease surveillance and hotline calls to NIH concerning diseases were not answered.
  • Environment: Toxic waste clean-up work at 609 sites stopped as 2,400 Superfund workers were sent home. Read more

16 Conflicts To Watch For In 2011

Côte d’Ivoire

Côte d’Ivoire is on the brink of what may be a very bad 2011. After a five-year delay, Côte d’Ivoire held presidential elections on Oct. 31. A peaceful first round of voting was commended by the international community, but the runoff between incumbent Laurent Gbagbo and former Prime Minister Alassane Ouattara was marred by clashes and allegations of fraud on both sides. The international community, including the United Nations, the African Union, the Economic Community of West African States (ECOWAS), former colonial power France, and the United States, has recognized Outtara as the victor, but this has not prevented Gbagbo, with the backing of senior military officials and the Constitutional Council, from taking the oath of office. Both politicians have named prime ministers and governments as tension mounts and protests occur in the streets. The United Nations has reported disappearances, rape, and at least two dozen deaths so far. Worst case scenario: Gbagbo stays in power, armed conflict between the supporters of each side plunges the country into civil war. Best case scenario: Gbagbo succumbs to international appeals and steps down. But it’s not clear how things could get better from here. The international community has already ratcheted up pressure, including financial restrictions and travel bans. And the United Nations renewed the mandate of its peacekeeping operation there, despite Gbagbo calling for its immediate departure.

Colombia

At first glance, Colombia’s prospects for 2011 look bright. The country’s new president, Juan Manuel Santos, has surprised many former critics with his bold reform proposals, many of which are aimed at addressing the root causes of the country’s 46-year civil conflict against leftist rebels. 2011 Omnibus Spending Bill (Summary)

Summary: Fiscal Year 2011 Consolidated Appropriations Bill

Washington, DC – The Senate Appropriations Committee released details of the FY 2011 Consolidated Appropriations Act, a substitute amendment to the House passed Continuing Resolution (H.R. 3082). The legislation is $29 billion below the cost of the budget proposed by the President and equal to the topline Budget Authority level of $1.108 trillion as proposed in the Sessions-McCaskill amendment.

The Omnibus, in contrast to a Continuing Resolution, lives up to Congress’ constitutional responsibility to provide federal agencies with the direction and the resources they require, most critically for national defense and homeland security. Below are a number of specific programs that would be impacted if forced to operate under a Continuing Resolution. A CR would fail to implement more than $10.2 billion in cuts made to wasteful, poor performing, or terminated military programs. In the Omnibus, these funds are redirected to high priority programs.

Head Start: The Omnibus includes an $840 million increase for Head Start, including increases to improve the quality and oversight of Head Start programs across the country. The CR includes an increase of only $314 million, putting over 60,000 disadvantaged children in limbo over whether they’ll receive comprehensive early childhood care next year.

Child Care: The omnibus includes a $681 million increase for child care for low-income families. The CR includes an increase of only $374 million, meaning about 45,000 fewer low-income children and their families would receive child care subsidies. These are families that are working, or in some cases looking for work, and that depend on these subsidies to do so. Read more
