Israel launches Air Atrike On Gaza (Warning Graphic Images)

Israeli warplanes fired missiles, killing a senior commander of the Hamas military wing and wounding 11 people in five targets hit across Gaza overnight, the group and the military said Saturday.

The Israeli military said the strikes were in response to a powerful rocket fired from Gaza that hit the Israeli coastal city of Ashkelon on Friday, causing damage but no injuries.

Gaza’s Islamic militant Hamas rulers said their slain member was Issa Batran, 42, a commander of the groups’ military wing in central Gaza and a senior rocket maker.

Remember Obama appeared on ‘60 Minutes’ laughing at serious questions about the global financial system, Afghanistan, Treasury Secretary Timothy Geithner,  AIG’s $165 million in bonuses, the failure of Citigroup. “I mean there were a whole bunch of folks who, on paper, if you looked at quarterly reports, were wildly successful, selling derivatives that turned out to be. . .completely worthless,” Obama said, with a chuckle. Steve Kroft asked Obama, “Are you punch-drunk?” Obama sat there laughing, making jokes about money. Obama laughed and chuckled several times while discussing the state of the world’s economy. There’s gotta be a little gallows humor to get you through the day,” Obama said, with another laugh.

And his visit to Jay Leno. Obama was not thinking about Arizona when he made this statement.

Rush: Obama Lied on Lockerbie Bomber (transcript)

BEGIN TRANSCRIPT

RUSH: There’s a big story out there today, the Lockerbie bomber story, and for those of you that don’t really know about this, the bomber did not blow up Lockerbie. The bomber blew up a Pan Am 747 over Lockerbie, and it happened to crash in Lockerbie. And that’s why it’s called the Lockerbie bomber, but he blew up a Boeing 747. We have the Obama administration last Tuesday afternoon, Obama talking with Prime Minister David Cameron, joint presser, and Mimi Hall from USA Today got up and read the following question. It was given to her by David Axelrod. “President Obama, how do you feel about a congressional investigation into the Lockerbie bomber stuff, would you like to see that happen or do you think that that confuses the two events?”

OBAMA: I think all of us here in the United States were surprised, disappointed, and angry about the release of the Lockerbie bomber, and my administration expressed very clearly our objections. Prior to the decision being made and subsequent to the decision being made.

RUSH: Well, that’s just not true because the White House privately backed the release of the Lockerbie bomber. That’s right. This is from The Australian, published today: “The US government secretly advised Scottish ministers it would be ‘far preferable’ to free the Lockerbie bomber than jail him in Libya. Correspondence obtained by The Sunday Times reveals the Obama administration considered compassionate release more palatable than locking up Abdel Baset al-Megrahi in a Libyan prison. The intervention, which has angered US relatives of those who died in the attack, was made by Richard LeBaron, deputy head of the US embassy in London, a week before Megrahi was freed in August last year on grounds that he had terminal cancer,” from which he’s apparently recovered. “The document, acquired by a well-placed US source, threatens to undermine US President Barack Obama’s claim last week that all Americans were ‘surprised, disappointed and angry’ to learn of Megrahi’s release. Scottish ministers viewed the level of US resistance to compassionate release as ‘half-hearted’ and a sign it would be accepted.”

This is big, folks. It’s as big, if not bigger than the WikiLeaks thing. The WikiLeaks thing, can we now call this the Democrats’ war? They wanted it. From the first day we went into Iraq they wanted to focus on Afghanistan. This is Obama’s war. Can we now call it Obama’s war? Yes we can, and we will do so accurately. I still don’t know what to call these people. They’re not media. The flacks for the ruling class will of course not call it Obama’s war, but it clearly is. The White House backed release of Lockerbie, the bomber. Now, remember ClimateGate, let’s put all this in perspective. ClimateGate was a story because e-mails got out that were meant to remain hidden from public view, forever. Information about the White House backing the release of the Lockerbie bomber was never supposed to see the light of day, either. But it has. This is the same regime that desperately wants to try Khalid Sheikh Mohammed in New York City; the same regime that wants NASA to help Muslims feel better about themselves in math and science; the same regime that has not said a word about a mosque at Ground Zero, which is opposed by I think even 71% of New Yorkers and throughout the country. A mosque at Ground Zero is meant as a monument to our defeat, and we have a bunch of politically correct cowards who are afraid to stand up to this and say, “No, no, no, no,” because we still feel somehow the need to reach out, to have understanding with militants in the Islamic world.
So we’ve got a mosque at Ground Zero, the regime has not spoken out against it. They want to try Khalid Sheikh Mohammed in New York City. They want NASA to reach out to Muslims; the same regime that has spent millions of American taxpayer dollars supporting a constitutional referendum in Kenya legalizing abortion there; the same regime that looked the other way when the Iranian people had an opportunity to get their freedom back; the same regime that has done nothing to stop Iran from obtaining nuclear weapons; the same regime that has beat up on Israel like a rented mule; the same regime that lied about backing the release of the Muslim terrorist the world knows as the Lockerbie bomber. We now know that the administration backed the release of the bomber.

Now, for those of you new to the program, never forget these two simple words: liberals lie. That’s all you ever have to know to understand them. You must look at them ideologically. You must look at Obama and every Democrat ideologically because that’s what they are. Before the Lockerbie bombshell, some recent history to give the story context, this is The Politico. July 20th, play the sound bite again. We now know the administration backed, very privately and by not objecting at all to the release of the Lockerbie bomber, this is Obama last Tuesday.

RUSH: It just isn’t true. Now, the Obama connection to the Lockerbie bomber release only came out accidentally. It wasn’t because of our so-called news media. They ignored it. It was US Democrats who were flailing around for something to attack BP over that uncovered this. The liberal Democrats in this country wanted to savage BP over the oil leak, discovered that the Obama regime supported the release of the Lockerbie bomber. And they were searching around for something to attack BP over after the leak had been capped. The leak got capped too soon to be useful for this election cycle, the American left. So they started digging for dirt and they found this. The US media didn’t find it and they wouldn’t have reported it if they had. This is reported in Australia. Their cries for an investigation into BP’s involvement has come back to bite ‘em on the backside. Somebody leaking Obama’s memo, somebody in the UK has leaked Obama’s memo supporting the release of the Lockerbie bomber. The Democrats are Frank “The Lout” Lautenberg, Robert Menendez of New Jersey, Charles Schumer of New York and Kirsten Gillibrand of New York who called for this investigation of BP that revealed the memo. But the Obama regime that supported the release. Now, I can imagine a lot of you say, “Rush, why? Why would the Obama administration, why would the regime want to support the early release of the Lockerbie bomber?”

BREAK TRANSCRIPT

RUSH: Remember, now, the Obama connection to the Lockerbie bomber release only came out accidentally. It was because the Democrats… It wasn’t because of the news media or whatever we’re going to call these people, the flacks for the ruling class. They ignored it. It was American Democrats looking for a new angle to rip into BP after they capped the well. They were demanding an investigation. So they were uncovering all kinds of things. They were looking for things. It was Lautenberg, Menendez, Gillibrand and Chuck-U Schumer. Here’s how CNN put it last week: “In the wake of turbulence of the rupture in April of a BP deep-water well — a rupture that is still releasing millions of gallons of crude oil into the Gulf of Mexico — the U.S. senators grasped onto another reason to scrutinize the troubled oil company.”

That quote is from a July 14th CNN report. “Senators Question Whether BP Played Role in Pan Am Bomber’s Release,” and even CNN could not escape the obvious. They said, “[T]he U.S. senators grasped onto another reason to scrutinize the troubled oil company,” and when they started looking into it, guess what? They found a memo indicating the regime of Barack Obama had supported the early release of the Lockerbie bomber, and people said, “Why?” I’ll tell you why. It is because President Obama does not give a damn about what went on before he became president. He doesn’t care about the people of this country, but he wants to give the impression that he does. He wants to give the impression that he’s doing everything for them, for us.

Just remember the context of the time. He wanted to make nice with the Muslim world. He figured out the people on that airline, that airplane, Pan Am, were gone. Nothing he could do about that. Can’t bring ‘em back anyway. So “turn the page,” “hit the reset button,” make nice with the enemy. Also show the Muslim world that you’re different, that you’re better, that you’re not an imperialist American, that we can all get along. Remember the Cairo speech. Remember the desire to give Khalid Sheikh Mohammed a trial in New York City, after the “sheik” had asked for the death penalty. This is the truth. A lot of people have trouble with the motivations because… Well, a lot of people have trouble with the actual fact. Why would Obama want to participate or okay the early release of the Lockerbie bomber? That’s the question people have. Then when you tell them as I just did, “No, Rush! Come on. You really think…?

Yes, I do, and all you have to go do is go back and look at the context of the time (“context” being a big word now), and the context at the time was to show the rest of the world that we’re new now, that we’re different, that the rest of the world can love us and respect us. We don’t have the hatreds that we had when Bush was running the show. We don’t hate the Muslims. We don’t hate the Islamofascists. We’re gonna reach out to them. “What happened before I got here,” Obama says, “is irrelevant. Now that I’m here, I’m the one you’ve all been waiting for! Now American is finally just. Now America has finally become truly moral. What happened before I got here doesn’t count anyway. It doesn’t matter. America was flawed then but America is perfect now because I’m perfect and because I’m here.” He can’t bring the people on that airplane back, so turn the page, hit the reset button, make nice with the enemy and then say, “You can’t even call it terrorism anymore.” There’s no question why he supported the release here.

BREAK TRANSCRIPT

RUSH: From the UK Guardian (by the way, one of the preferred publications on the receiving end of the Afghanistan war docs): “Barack Obama is under growing pressure to release a letter that reveals the US grudgingly supported freeing the Lockerbie bomber on compassionate grounds. The letter was sent to Scottish ministers by a senior diplomat at the US embassy in London last August, eight days before [this is July 25th, this year] Abdelbaset al-Megrahi was released from prison because he was dying from inoperable prostate cancer. Obama’s [regime] has refused to allow publication of the letter, in which the US says allowing Megrahi to live at home in Scotland would be ‘far preferable’ to sending him back to Libya under the prisoner transfer deal brokered by former prime minister Tony Blair in 2007,” which makes perfect sense.

It would appear that Obama was all for letting the mass murderer out of prison, but he didn’t want to do anything to help Scotland BP to get more carbon-emitting oil from Libya. After all, he’s got his priorities here. So it’s very apparent now that the administration’s making all of this up, that they did indeed give support to the whole idea of the release of the Lockerbie bomber. I think that story has as much impact as this WikiLeaks story.

CALLER: Hey, Rush, on your first segment today you played a clip of audio of the president saying about the Lockerbie bomber release, “All of us were surprised, disappointed, angry.” I’ve got to disagree with him. One person not surprised was Hillary, and no one in the media is bringing this up, but let’s go back to 1999 when the first lady was going into politics, the US Senate race against Republican Rick Lazio in New York state.

RUSH: Right.

CALLER: The secretary of state’s husband, 11 years ago, in August 1999, commuted the sentence and released 16 healthy terrorists who set off 120 bombs in New York City and Chicago between 1974 and 1983.

RUSH: Yeah, that was the FALN bunch.

CALLER: Members of the FALN.

RUSH: Right. Well, that was so that Hillary could get the Puerto Rican vote.

CALLER: Absolutely.

RUSH: Right.

CALLER: So releasing terrorists for political reasons or business reasons seems to be common in the Democrat Party.

RUSH: And especially if you can nail BP in the process.

CALLER: Right.

RUSH: Yes. All right, thanks, Richie, I appreciate the call.

RUSH: This is Ken in Detroit. You’re next on the Rush Limbaugh program. Hello, sir.

CALLER: Yeah, thanks for taking my call, Rush.

RUSH: You bet.

CALLER: I just wanted to comment that when we take a look at the last great battle that our country fought, World War II, it’s a fact that, you know, if we try to fight that war then the way Obama wants to fight this war on terror now, we would have the swastika flying not only over Washington but over Europe and all around the rest of the world. I mean, there’s no doubt that Hitler and his allies, the Axis power would have definitely been the victor. And another thing, Rush, all those individuals that call themselves Democrats now, I don’t think they would even be alive today if Hitler had won the war. I think that a lot of people just have to understand, when there is a fight, the enemy is going to be bringing the machine gun. And Barack Obama, he wants to bring a feather, you know. Who’s going to win the fight?

RUSH: Well, true. Obama is part and parcel of the American left, which believes the United States military is the focus of evil, that the US has been the imperialist and colonialist nation in the world. This is one of the reasons I think that Obama clearly believes we need to have a lesson or two taught to us, we need to be shown the evils of our way, and we need to have happen to us the kind of things that we have perpetrated against others. That’s why he feels the need to go around and apologize, that’s why he’s punishing the private sector, the middle class, everybody who works in this country is being punished. That’s why it’s about time we found out the kind of misery that we have forced on people the world over. Now, I asked earlier, imagine if Lincoln had fought the Civil War with the rules of engagement that we have today. I got an e-mail from somebody who said: “We did. His name was McClellan. That’s why Lincoln got rid of him and found Ulysses Grant.”

The process includes: training of suicide attackers, reconnaissance of operation area, operation planning, transport and hosting of suicide attackers and the execution of the attacks.

Reconnaissance, planning and transportation: Responsible for reconnaissance of the area, planning and transporting the suicide attackers from PAKISTAN to AFGHANISTAN is ——— ——— ——— —— — ——— ————. First, before bringing the attackers, ——— ——— ——— travelled to KABUL in order to check the local situation and to get specific information from ——— and ———, two police officers working in ————— branch of KABUL City Police. After getting the necessary information, he returned to PAKISTAN and started making plans supervised by AL ZAWAHIRI, ——— ———— ———— and ————— ————— ——— —————. ——— ——— ——— —— ——— — ————— Village ———— —— ————— ——— ——— ————— ———— ————— but presently he lives in ————— ——— ———— —————.

Hosting: At the completion of the planning process, ——— ——— ——— started bringing the suicide attackers to KABUL and delivering them to ——— locals. These ——— are: ————— — —— ———— ——— ——— —— ——— ——— —— ——— ——— ——— ——— ————— ——— ——— —— ——— are involved in weapons and drug smuggling. They have links with PD— police and PD — and PD — NDS and Anti-terrorism Department of MOI. These ——— people harbour the suicide attackers inside their houses.

Execution: After arriving to KABUL, the suicide attackers reconnoitred the area in order to find a suitable place for their attacks. Once a suitable place is found the attackers perform their attacks.

It is reported that; ————— ——— (loyal to HIG and Kashmir KHAN, NFI) took the delivery of one suicide attacker from “Madrasa of Hashimiye” which is a training school for suicide attackers and located in Peshawer district of Pakistan, by the orders of Kashmir KHAN (HIG Commander) and Abu IHLAS (AQ Commander). After that, ——— went to Jalalabad district of NANGARHAR with the suicide attacker and bought a car to prepare it as a SVBIED. SVBIED is a Toyota Corolla SW, in light yellow color, 1996 model, and its license plate number is Jalalabad ———.

After preparing the Toyota Corolla as a SVBIED, they intruded into Pol-e Charki region of KABUL on the night of 20 Dec 2006. The name of the suicide attacker is ——— ———. He is 22-24 years old and one of the Pashtuns of Pakistan.

He is planning to conduct SVBIED attack against US and ISAF/NATO vehicles on Route White and Route Violet in KABUL until the Muslim Festival of Sacrifices (between 31 Dec 06 and 03 Jan 07). (NFDK).

CTC Comment: 95% of the suicide attackers are trained in the “Madrasa of Hashimiye” which is located in Peshawer district of Pakistan. Monthly, the former Chief of ISI – General Hamid GUL is visiting this madrasa.

Mullah Ezat told the ANA CDR to surrender and offered him $100,000(US) to quit working for the Afghan Army. Ezat also stated that he knows where the ANA CDR is from and knows his family. The BDE CDR called the number that Mullah Ezat had called from but there was no answer (Source Comment- this phone call has instilled fear into the new ANA BDE commander and made him much more cautious. It is unlikely that the TB will follow through with their threats; they are likely testing the new CDR).

The residents of Helgal Valley, Ghaziabad District asked Juma to have the prisoners released so CF would stop hunting for the prisoners in Helgal Valley. From 01 May 2009 to 05 May 2009, more than 30 residents of Helgal Valley, Ghaziabad District were killed. According to Juma those killed included insurgent leaders Hajji ((Said)), Hajji ((Daim)) and Hajji ((Khwashah)). (Comment-The Taliban are trying to keep the actual number quiet. There was a lot of new unmarked graves in Helgal when I traveled through there.) Juma cried while telling the people an unnamed woman and her baby were killed while the woman was nursing the baby. (Comment-He did not say exactly how, when or where.) Juma then told the people they needed to be angry at CF and ANSF for causing this tragedy.

Juma and the other insurgent leaders are planning an attack against the Tsunel VPB from the north and south sides of the Konar River, Ghaziabad District. (Comment-He did not talk about the exact plan or when the fight will occur.) On 05 May 2009, 25 members of the Gojer Tribe present at the memorial decided to fight with ———— and agreed to travel with him.

(Comment-Someone at the memorial said he activated a mine.) On 03 May 2009, the unnamed cousin was killed during the attack on the ———— VPB East OP, Ghaziabad District. Juma said not to be like ——— who will be killed without getting his revenge because he fights by himself. (Comment-He meant he was the Taliban leader in Ghaziabad District and not to fight without his order.) ——— has a FPK rifle. The other remaining fighters from previous attacks against ———— VPB East OP, Ghaziabad District are in ———, Ghaziabad District taking shelter in the forrest waiting for orders.

On or about 06 MAR 08, INS kidnapped ——— ————— and his Nephew ————— from their home in Tutakhel, Zormat District. On the night of 08 MAR 08, ——— ————— was killed. ——— was blindfolded and he was shot in the chest approximately 16 times with an AK-47. The body along with AK-47 shells were dumped in the village of Chawni to make it look like ——— was executed there. ANP assessed that the execution did not take place in Chawni because they interviewed all the personnel living in the area where the body was dumped and no one claimed to hear any gunfire. ———’s nephew ————— is still being held hostage by insurgents. No new information exists to —————’s whereabouts and no ransom has been demanded by INS. ——— and ————— were reportedly kidnapped because ———’s older brother, ——— —————, is an AUP patrolman.NFTR.

(N/I C) 1. The TALIBAN has transported four captured ANA pick-up trucks to KABUL District, KABUL Province for use as SVBIEDs. They intend to use the pick-up trucks to target ANA compounds, ISAF and GOA convoys, as well as high-ranking GOA and ISAF officials. The four pick-up trucks are described as standard sand-coloured ANA FORD RANGER pick-up trucks; license plates are unknown. The four trucks were also accompanied by an unknown quantity of ANA uniforms to facilitate carrying out the attacks.

2. The four trucks were captured during an attack on an ANA convoy in SHAJOY District (GRID NOT AVAILABLE), ZABUL Province. The attack took place sometime during the week of 20 to 26 Nov 06, resulting in the deaths of two TALIBAN fighters. However, the remaining TALIBAN elements were able to capture a total of six ANA FORD RANGERs and some uniforms prior to fleeing. Four of the pick-ups were sent to KABUL District while the remaining two were sent to PARWAN, KAPISA, or GHAZNI Province, no further information.

3. The Afghan Ministry of Defence (MOD) is aware of the vehicles capture and plate numbers. However, they are keeping all information related to the six vehicles quiet, while MOD and Afghan National Police (ANP) search for them. The four pick-ups supposedly entered KABUL District. This is not yet confirmed; however, the MOD and ANP are aggressively searching for them in KABUL City area.

4. In addition, on approximately 28 Nov 06, ANP forces seized 20 BM-1 rockets in the MOSAHI District (GRID NOT AVAILABLE), KABUL Province. The 20 rockets were set up and positioned to be fired at KABUL City; however, no one was found in the area, NFI. The area in which the rockets were found has been used in the past by HIG Commander DERVISH to conduct rocket attacks on KABUL City. It is possible that these rockets belonged to DERVISH, but this has not been confirmed.

This information MUST NOT be disseminated to AFG authorities.

D4 170855Z SAF AND RPG ATK ON LN TRUCKS VIC KAMU COMBAT OUTPOST (mod)
170855Z LN trucks leaving the Kamu Combat Outpost (heading East, returning to Naray after delivering CL I supplies) were ambushed by an enemy element at an illegal check point (being reported by the LN truck drivers as approximately 50x enemy pax), approximately 1km east of the Kamu Combat Outpost. Once the LN vehicles were disabled, the LN drivers were attacked individually by the enemy pax (2 of the driver’s ears were cut off, and 1x driver had shrapnel in his thigh from the initial attack). TF Titan sent a US/ANA QRF element to the location of the attack, and received SAF as they were approaching the ambush site. TF Titan returned SAF, and CAS and CCA were diverted to support. The enemy broke contact, and TF Titan moved to the LN trucks and their drivers. The 3x LN wounded walked themselves to the Kamu Outpost, and TF Titan continued to provide medical assistance. At 1130Z TF Titan updates there is a suspicious compound near the ambush site, with 3x pax in BDU uniforms around the compound. One of the LN drivers that was wounded indicated the men who attacked them were located at the same suspicious compound prior to the attack, and were also wearing BDUs. TF Titan did not take any action on the compound at this time, but have taken 6x road workers back to the Kamu Combat outpost who were witnesses to the attack. All elements are RTB at the kamu COP, and TF Titan is continuing to develop a COA to remove the 3x trucks that were attacked (and are currently burning and blocking the road). NFTR ATT. ISAF 03-361

NOTE: The following information (TF-373 and HIMARS) is Classified Secret / NOFORN. The knowledge that TF-373 conducted a HIMARS strike must be kept protected. All other information below is classified Secret / REL ISAF.

(S) Mission: O/O SOTF conducts kinetic strike followed with HAF raid to kill/capture ABU LAYTH AL LIBI on NAI 2.

(S)Target: Abu Layth Al Libi is a senior al-Qaida military commander, Libyan Islamic Fighting Group (LIFG) leader. He is based in Mir Ali, Pakistan and runs training camps throughout North Waziristan. Collection over the past week indicates a concentration of Arabs IVO objective area.

Result: 6 x EKIA; 7 x NC KIA, 7 x detainees

(S) Summary: HAF departed for Orgun-E to conduct link-up and posture to the objective immediately after pre-assault fires. On order, 5 rockets were launched and destroyed structures on the objective (NAI 2). The HAF quickly inserted the assault force into the HLZ. ISR reported multiple UIMs leaving the objective area. The assault force quickly conducted dismounted movement to the target area and established containment on the south side of the objective. During the initial assault, dedicated air assets engaged multiple MAMs squirting off the objective area. GFC assessed 3 x EKIA squirters north and 3 x EKIA squirters south of the compound were neutralized from air asset fires. The assault force quickly maneuvered with a SQD element on the remaining squirters. The squirter element detained 12 x MAMs and returned to the objective area. GFC passed initial assessment of 7 x NC KIA (children). During initial questioning, it was assessed that the children were not allowed out of the building, due to UIMs presence within the compound. The assault force was able to uncover 1 x NC child from the rubble. The MED TM immediately cleared debris form the mouth and performed CPR to revive the child for 20 minutes. Due to time restrictions, TF CDR launched QRF element to action a follow-on target (NAI 5). They quickly contained the objective and initiated the assault. The objective was secured and the assault force initially detained 6 x MAMs. The GFC recommended that 7 MAMs be detained for additional questioning. The TF CDR assessed that the assault force will continue SSE. The local governor was notified of the current situation and requests for assistance were made to cordon the AO with support from ANP and local coalition forces in search of HVI. A PRT is enroute to AO.

- He pressed the Talking Points given to him and added a few of his own that followed in line with our current story

- The atmospherics of the local populous is that they are in shock, but understand it was caused ultimately by the presence of hoodlums

- the people think it is good that bad men were killed

- The Governor echoed the tragedy of children being killed, but stressed this couldve been prevented had the people exposed the presence of insurgents in the area

SUMMARY:

Security in Afghanistan

o The greatest concern for Director Saleh is security along the highways, particularly in Ghazni and Zabul, where he believes government officials cannot travel without security. He believes that the shift in Taliban focus from attacks on district centers to attacks along the highways is attracting recruits who are not actually Taliban but use the name to gain legitimacy, increasing the perception of the size, scope and strength of the insurgency and demonstrating GIRoA weakness.

o Saleh believes that there has been noticeable progress in Wardak, but it will be temporary unless it is extended to Ghazni and Zabul, as well as other areas.

o Director Saleh’s second major concern is for attacks in the major population centers of Kabul, Herat, Kandahar, Jalalabad, and Masar-e-Sharif.

o MG Rodriguez reported that there have been over 100 small drug labs destroyed in Nangarhar, primarily in Achin, with no complaint from the locals, and that the 101st brought an additional helicopter battalion that would assist with efforts there.

o Saleh reported that the #1 priority for the Afghan government is to fix the Ministry of Interior, indicating that the leadership was involved in considerable corruption. He remarked that it would be up to the US to fix it. He said he proposed to the British that they provide management classes.

Tag Ab

o Director Saleh says that BG Razaq will serve well over Tagab and is a good commander. At the suggestion of putting an ANA force in Tagab, MG Rodriguez acknowledged the possibility of using the —————.

o Saleh acknowledged that the ———— Governor is active HiG, indicating concern.

o Saleh noted that ——— ————— ————— —— ———— were all previously HiG who have turned Taliban, are not reconcilable, and must be “taken out”. MG Rodriguez noted that there would be a meeting with the ———— NDS to determine how to approach this issue.

Pakistan

o Saleh believes that Hekmatyar is a reemerging figure being pushed to become more politically active, and expects he will be more influential in 2008 and 2009. Saleh believes that it is in the best interest of Afghanistan for Hekmatyar to remain in his current position, and that his capture or reconciliation would destabilize Afghanistan, based on his influence in Wardak and parts of Kapisa. They gave Hekmatyar’s last known address to ISI, but they did not action it and Saleh expects them to facilitate Hekmatyar’s move to another location.

o Saleh observed several actions by the Pakistan Military indicating their lack of will to commit to security operations in the FATA:

They have forces stationed at the port, where there is no immediate threat forces that could better serve along the border.

Following an ambush on a PAKMIL unit crossing the tunnel into North Waziristan about six weeks ago, the commander called Maulawi Ahmadjan to broker a peace with the insurgent force.

They lost control of Alizai last month and are not attempting to retake it because it is not in their interest, even though it is in their country.

They have asked the US to allow them time to clear each insurgent group, one by one, hoping that they will be allowed unlimited time in which the insurgents’ focus will turn away from Pakistan and toward Afghanistan.

They know where ————— ——— (travels to Miram Shah and Peshawar) and ——— ———— are, but will not go after them.

o Saleh assessed that Pakistan ISI and the Army will work to ensure that a weak Prime Minister is installed to preclude conflict with Musharraf. He described the wide-ranging control that the Army had throughout the government and industry, leaving little under the responsibility of the civilian government. He noted that there would be little change until a civilian government had real control.

Saleh predicts that General Kiyani will take a more active leading role as he realizes the breadth of his power.

o Saleh sees potential for the Quetta Shura to weaken and noted that the Miram Shah shura has turned toward criminality.

“Enemies of Afghanistan” flip-book

o MG Rodriguez provided the prototype “Enemies of Afghanistan” targets booklet to Director Saleh, describing that it would be provided to ANP and that it could be updated in the future. When asked if it should only include higher tier targets or all targets, Saleh said that it would be good to start with this version.

(NON-COMBAT EVENT) EQUIPMENT FAILURE RPT ISAF HQ : 0 INJ/DAM
An F15 was ordered to shoot down a REAPER UAV that had lost its control link in the south of Afghanistan. All efforts were made to re-establish the link before a decision was made to shoot the UAV down prior it crossing into TAJIKISTAN. The CAOC selected an unpopulated area over which to down the aircraft. An F15 fired on the REAPER and it destroyed its engine, however the link was re-established and the controller was able to guide it into a mountain in RAGH District. The GRID of the downed REAPER is Lat ————— Long ————— // Keypad: ———. There were no sensitive items on board the REAPER but it did go down with its ordnance (Hellfire and GBU-12). NFTR.

031300z TF 3 Fury reports Illegal Taxing of jingle trucks investigation IVO Stogun checkpoint, Zurmat District
On 03 March 2008 at approximately 1300 hours, while working with —— —— —————, ANCOP ETT Team Chief, we received information from an Afghan truck driver that he had just been required to pay a bribe to a Zormat ANP patrolman at Stogan Check Point in Zormat District in order to pass through the check point. I had my interpretor take the driver’s statement and translate it into english, read the statement back to the driver and had him sign and thumb print the statement. —— ————— and I ask the driver if he would follow us back to Stogan Checkpoint and identify the patrolman he paid the bribe to and he agreed. We drove to Stogan Checkpoint where approximatley six trucks were lined up waiting to pass through the checkpoint. I had one of my interpretors ask each driver waiting in line to exit their vehicles and asked them if they had been required to pay any amount of money to pass through the checkpoint. All six drivers stated that they had been required to pay various amounts of money to pass through. —— ————— contacted MAJ Hussain, the ANCOP Chief of Police in Zormat, informed him of the situation and requested he come to Stogan Checkpoint.

While waiting for MAJ Hussain, I asked the seven patrolmen we detained to sit and relax while we sorted through a problem without ever mentioning why they were being detained. Three of the patrolman responded by saying that they had only taken money from the truck drivers to buy fuel for their generator.

When MAJ Hussain arrived, he was accompanied by CPT ————, Operations Officer for the Zormat AUP. MAJ Hussain took written statements from the seven truck drivers claiming they were required to pay a bribe to pass through the checkpoint as they identified the patrolmen that they had paid the bribe to and stated how much money each was required to pay. He then had his ANCOP search the person of each of the seven patrolmen being detained and found cash that was suspected to have been paid as a bribe on one or more of the patrolmen. MAJ Hussain collected the statements and cash, arrested the seven suspected patrolmen and returned to the Zormat Police District Center, and lodged the seven suspects in the detention cells. —— ————— and I contacted —— ——— ————— and —— ——— ————— to notify them of what had occurred.

—— ————— contacted —— ————— and I the next morning to notify us that special investigator from Paktia Provincial Headquarters were coming to Zormat to investigate. On 05 March 2008, after the ANCOP / Zormat AUP TOA had occurred and MAJ Hussain and the ANCOP had departed Zormat, the special investigators were preparing to go back to Gardez, —— ————— asked them what action they were going to take in the Stogan Checkpoint Police Corruption investigation. They stated that they could take no action due to having no evidence. At that time, —— ————— contact MAJ Hussain by phone and asked him what he had done with the truck driver witness statements. MAJ Hussain stated that he had turned the witness statements over to the Zormat AUP Detention Officer when he handed over custody of the suspected patrolment to him. When the Detention Officer was asked what he had done with the witness statements, he claimed he never received them.

STORY REWRITTEN:

A shooting incident occurred between ANA and ANP in TARIN KOWT CITY. TFU OPS is informing OCCP, OMLT and POLAD to mediate and conduct an investigation. More to follow.

As a result of the fire exchange, 1 x was killed (DOW – a family member of MAULLAHDAD, a KUCHI tribal leader), and a total of 6 x LN’s were wounded.

The wounded were evacuated and treated in both civillian and ISAF medical facitlites. First investigations by ANP reveal that ANA & ANP had an altercation over a car accident. The arguement esclated and ANA & ANP started to shoot at each other.

After the incident, the Deputy Governor of Uruzgan ordered MATIULLAH KHAN (Kandak Amniante Uruzgan militia) to re-establish order in TK. KAU elements subsequently took over all check points in TK, waiting for the ANP to relieve them in place.

Deputy Minister of Interior Mangal flew an investigation team led by ANP Brigadier General Mirawais to TK with RC(S) aviation assets. It is still not known if ANA will be part of the investigation board. RC(S) Comd or DCOM will join the investigation team in the afternoon.

At 0900 hrs International Media reported that US airstrike had killed 60 civilians in Kunduz. The media are reporting that Taliban did steal the trucks and had invited civilians in the area to take fuel.

ISAF HQ commenced CIVCAS procedures and conducted a brief over VTC with COMD RC-N.

Mitigation proceudres have commenced and liaison with GIRoA officials in KABUL and in KUNDUZ are a priority.

The Governor of KUNDUZ is commenting that most of the casualties were Taliban.

AT 050600ZMAR07 TF 2Fury reports that ANP shot a local national trying to drive through a check point. The ANP had a check point established on MSR Ohio, near the AB Band district center Vic of 42S VB 0066 5249. A car approached the check point at a high rate of speed. All ANP fled the check point except one. As the car passed the cp it knocked the lone ANP officer down, as the car passed the ANP fired at the vehicle, suspecting it to be a Suicide VIED. The driver of the vehicle was killed; the ANP was detained in Ghazni questioned and released shortly after. No IED was found and vehicle was destroyed. NFTR

Assessment ANP escalation of force was appropriate. Effects on the enemy demonstrate the ANP support of IO themes. Effects on populace clearly identify the importance of stopping at check points.

Details: OGA operating in TF Catamount sector moved into Malekshay for operation. LN ——— ——— ran at the sight of the approaching CF’s. CF utilized the escalation of force doctrine and shouted to stop, fired warning shots and then fired to wound. The LN was hit in the ankle and treated by Element medics on scene. It was determined through discussions with local Elders that the man was a deaf mute that was nervous of the CF operation. Solatia was made in the form of supplies and the Element mission progressed.

PRT Involvement? How? – The PRT provided transportation for the Governor from his office to the ceremony site

- In cooperation with the ANP, the PRT secured the event site. 3BSTB provided a QRF staged at the Gardez

airfield behind the event site

- The PRT Commander gave a speech about how honored we were to help the orphans and presented a leather jacket to the man who runs the orphanage. The jacket was donated by a friend of the commander in the United States with instructions to give it to someone special. The commander stated that she could think of no one more deserving then someone who cared for orphans

- In the Governor’s speech he thanked the PRT for their work on the orphanage and mentioned numerous other projects the PRT is working on. He also announced the funding of a school project in Ahmad Abad. After his speech, the governor presented 50K Afghani to the orphanage, enough for 500 Afghani per child. This money was his own personal money, not GoA funds.

- Other personnel making speeches were the Director of Social Services, a PC member and a respected elder from Ahmad Abad. All speeches were very positive

- Special recognition was given to the contractor who built the Orphanage, Engineer ————— ————, who was kidnapped by the Taliban in early Nov and released after 17 days of being held prisoner. Everyone expressed their thanks that he survived the ordeal and was able to attend the ceremony

- PRT CA provided blankets, scarves, coats, toys and HA food items to the orphans. They also handed out radios to the ANP who helped provide security

- Discussed how the weather will likely affect our helicopter flight to Jaji and Chamkani scheduled for tomorrow morning. We anticipate at least a delay, if not cancellation. We will keep him advised. If it does not happen we discussed the possibility of a two day ground trip so he can stop at villages along the way and talk with people. We also discussed taking one day trips to other districts and he is very interested in this.

- The PRT CDR informed him that his concerns about not being informed, nor coordinated with concerning the operation in Jaji have been sent up the chain of command. He stated he is now willing to go to Jaji and talk to the people and ask them to cooperate with the searches for enemy personnel. He would like MGen Khaliq to be there as well.

- In addition, some leaders from Jaji met with —— today here in Gardez. They stated that there were tractors that have started leveling some land in the district and the villagers did not know why. The ————— asked us if this was one of our projects. We told him it was not a PRT project, but we would

check to see if other CF units may be doing something. Apparently the land is disputed and construction should stop until ownership is resolved.

- We showed him the list of large projects we are considering focusing on developing proposals for and/or lobbying for funds for over the next few months and asked his opinion. The projects were:

– Armored vehicle(s) for the governor

– Hydro-Electric Plant in Ahmad Abad

– Chormate mine in Zormat

– Security wall for the Gardez University

– Paving the Gardez-Chamkani-Patan-Pakistan road

– Road clearing/maintenance equipment

– Radio station in Zormat

– Robat school near Gardez

– Government motorpool

– He stated that he would also like us to look into finding a way to get the radio station in Chamkani to reach into Jaji

– He agreed with all the projects on the list, but felt that the mine would be very difficult and complicated and would take a lot to develop the infrastructure and processes to make it projective. He would prefer we concentrate on something which will benefit the people sooner. We told him our main goal of the mine project was to create long-term jobs. He said he would discuss the issue with the people of Zormat and other districts to see if they had some ideas for projects that could create a lot of this type of jobs.

– Discussed how it may be easier to get funding if we did the Gardez Pakistan road in phases, with the first phase being from Gardez to Sayed Karam. He said this was a critical road because the majority of the provinces population lived along it so most would benefit from the project. He also felt that its construction would give hope to the people because they would see the government and CF working for their benefit.

– When prompted, he said his priorities from the list would be first the university security wall, then the hydro-electric plant, then the paving of the at least the first phase of the road. He did not rank the others, but did mention that we should consider adding a clinic in Laji Mongal. He also stated that he would prefer we spend the money on helping the people instead of protecting ——— (note: he is being humble and showing his concern for ——— people over himself; however it is this attitude that makes us want to do whatever we can to help keep him alive).

- —— ———— stated that he has requested ——— ———— be replaced due to corruption and ineffectiveness. While we were there he received a list of potential replacements, but only their names were provided. He knows nothing about the men, so he wasnt sure how useful the list was going to be in regards to ——— recommending a replacement. He gave several examples of ineffectiveness:

– The suicide bomber who struck the ANA/ETT convoy on 15 Dec sat on the bridge for some time waiting for a target of opportunity. There is a police checkpoint on the Gardez side of the bridge, but they never checked out the vehicle

– The police search all the vehicles that come up to the checkpoint on the north side of town, but do not search vehicles at the other main entrances to the city even through there are supposed to be checkpoints there. At the one where they do search, they also charge a fee/bribe

– The ————— told ——— ———— to activate the checkpoints on all main roads leading into the city due to intel indicating that suicide bombers were heading for Gardez. This order was given on 14 Dec. The checkpoints were not manned and the attack happened the following day. Still, most of them are not active.

- He stated he would get a letter from the MoPW pledging support for fuel and operator salaries regarding the road clearing/maintenance equipment.

- He is currently working with TLO to initiate a project in Ahamd Abad involving agriculture. They hope this project will provide a lot of long-term jobs.

- We presented the HA pre-positioning plan for Paktya and explained where we were in stocking the supply points. He was pleased with this effort and suggested that once the ANA base was built in Jaji, this would be another good place to pre-position supplies.

- We told him that some people had come to our gate claiming to be returnees living in tents over by the prison and that they were in need of HA. He stated he had no knowledge of a returnee camp there and suspects that they were just looking for handouts. He stated there were only two returnee camps, Bonozai and Robat. We told him that we had a lot of clothing nd other items that have been donated by friends and family of service members back in the states. We would like to take these items and other DoD provided HA supplies out to a returnee camp after the Christmas Holiday. He said he would like to join us when we go and he would like to take the time to sit down and talk to them while we were there. We agreed this would be best.

- We expressed our concern that when we conducted a follow-up check of the orphanage that we opened a couple weeks ago, we found very few orphans living there and could not find most of the HA we had given them. He stated he was also concerned about what was going on over there and has no idea what they did with the money that he gave during the ribbon cutting which was supposed to be divided among the orphans. He does not believe they got any benefit from the funds. He also stated that he had only seen about 30 orphans, not the 102 that the orphanage director said lived there. He said he would have the Director of Social Affairs follow-up.

POLITICAL: The Paktya Governor conducted a meeting with the PRT Commander, 3 Fury 5, and 3 Fury 3 at the Governors Office. He had concerns with the basic function of the Provincial Communications Center at CP Thunder. Currently that entity is not functional with little or no communications flow coming out of the center. The 3 Fury 5 stated that he will put major effort towards getting that center functional very shortly. The previously Gardez Mayor was fired due to cronyism according to the Governor as he had given people land near Banizia that were not entitled to it. ————— ———— ——— said that the Jani Khel and Dan Wa Patan Governors had both been replaced with new officials..

INFRASTRUCTURE: The PRT Logar Engineers met with officials from the Department of Public Works and the Puli Alam Municipality today to discuss work on the Logar Motor Pool. At the moment, the work at the site was placed on hold due to the Governor requesting a work modification and the need to created a water diversion system so the building will not flood. While all agree to this need, a bill payer has not been determined for the water diversion system, an situation that will need to be resolved at the PRT Commander and Governor level.

MILITARY: — —— ——— has arrived in Afghanistan and is currently at Bagram Air Field awaiting early morning transportation to Salerno, then onwards to Gardez later tomorrow afternoon to begin his PDSS trip.

ECONOMIC: NSTR

SECURITY: There were reports of rocket fire in the general area of FOB Gardez, but the only reported damage was that a local Qalat was struck with minor damage, no injuries reported.) Gen Khaliq of the ANA Corps Commander is reported to be in Germany receiving medical attention for a heart problem.

SOCIAL: The PRT visited the Gardez Orphanage to conduct an assessment and drop HA and toys to the center. There are currently no orphans at the facility due to the Holiday (note: orphans are defined has having no father, but may still have mother and a family structure that will have them home for holidays.) Governor ———— states that the Red Crescent fund raiser (donation tickets) for winter relief has begun in the Province and will be collecting funds to aid the unfortunate during severe winter weather.

INFORMATION: The PRT and 3 Fury have discussed a IO Anti IED Reporting Plan with a IED Hotline put into effect. This will allow the AO to have a central reporting location that will allow for citizens to call the PCC or another agency with suspicious activity. Combined with 3 Fury, the PRT is planning a post Zormat security shura at the conclusion of major operations in that district.

240830Z Gardez PRT Paktya Provincial Council visit to Gardez PRT
The Paktya provincial council visited FOB Gardez and the following was discussed:

THREATS TO THE PROVINCIAL COUNCIL (PC) MEMBERS

The provincial council stated the following related to several threats they have received: A month and a half ago a hand grenade was thrown in their compound downtown Gardez. One month ago a night letter was left in Jani Khel stating that the provincial council, parliament members, and the Chamkani senator should stop working and supporting the government. The letter was stamped with the Taliban mark.

They have received information that there are many ACMs in the Chamkani mountains. The Kushis see them frequently. The border of Chamkani and Jani Khel is a stronghold of the Taliban.

PROVINCIAL COUNCIL LACK OF RESOURCES/OPERATIONAL FUNDS

The provincial council does not have operational funds that allow them to move freely and do their work properly. They depend on vehicles on loan and gas that they pay out of pocket. This limits greatly their capability to promote the government of Afghanistan with the local people and find out about the peoples concerns.

CORRUPTION IN THE AFGHAN GOVERNMENT

The Chamkani Chief of Police and the Danwa Patan District Commissioner are fighting for the control (earnings) of illegal checkpoints.

The people of Afghanistan keep loosing their trust in the government because of the high amount of corrupted government officials. The general view of the Afghans is that the current government is worst than the Taliban.

Question to the PC members:

If the corruption in Afghanistan is so big, when did it all start and how far back in history?

Answer:

Note: One PC member that was not actively participating decided to answer this question. This member appears to be the oldest in the group.

That is an excellent question. When the Russians were here the corruption did not exist. Later, when the Taliban took control of Afghanistan corruption did not exits. During none of the previous government in the whole history of Afghanistan this concept ever existed. The corrupted government officials are a new concept brought to Afghanistan by the AMERICANS.

This same PC member did the following question: Is this DEMOCRACY? or Is this the DEMOCRACY that the AMERICANS bring to Afghanistan?. This question was answered with a: NO, a corrupted government is not democracy.

The PC member continued explaining that previously in Afghanistan it was a shame to do something wrong like: theft, kill, and any other immoral act. Now everything depends on the amount of money you have. Years ago, if someone committed something immoral it was a shame to the whole family, now if you have money it does not matter. You can get to jail but it does not matter. You just have to pay the right people, the right amount and you will be out in a couple of days. With the Taliban if you did something wrong you pay for it, the money did not help you or exempt you from the right thing. This is what the people of Afghanistan see that the Americans brought to Afghanistan. This is the DEMOCRACY that they are living.

Question to the PC members:

Does corruption exist in Kabul?

Answer:

Kabul is the root of the corruption. Is the most corrupted placed in Afghanistan but, because the government pays more attention to the capital the people live in a better condition. Kabul has corruption and development and the people live in better conditions than the other areas of the country. To give an example of how the corruption works from the higher levels to the lower levels: To obtain a provincial government position (District Commissioner, ANP Chief, etc.) the officials pay for that position. Then they work their way to re-coup the money they pay and make additional profit. There are no consequences of doing things wrong. These because of the DEMOCRACY and HUMAN RIGHTS. If people go to jail is it just a matter of paying to get out. Better than that, if you are corrupted they move you to other province/place/position. You did wrong in Paktya, lets move you to Khwost.

The peoples view of President Karzai if that he is a puppet of the Americans. So, if the Afghan government does things wrong the peoples blame the Americans. The people see that most of the government officials are repatriates coming from other countries and whenever things get bad they will leave. Some of these government officials came with no government experience at all and with the only interest of making their own profit/benefit in Afghanistan.

—— ———, CONCLUSION:

This is the general feeling of the common Afghan people or at least the common Pashtum. The majority of the Afghans are not wealthy people, if the people keep identifying DEMOCRACY as a system that is worst than the Taliban government. The people will support the Anti-Coalition forces and the security condition will degenerate. This is a current important issue that should be work from the higher levels of the coalition government/forces.

RECOMMENDATIONS:

DO an Information Operation campaign explaining the Afghan people: What DEMOCRACY is? How a democratic systems works? What they can do to report wrong doing? (The last only if there will be real consequences to the wrong doing, if not the confidents/narrators will be squash by the system).

Create an organization that investigates public corruption. This could be work by either the Department of Justice or an Office of Inspector General.

Create a budget for the Provincial Council and give them the support needed to work against corruption. The PCs are the elected members that must be able to do direct contact with the people.

If someone is identified as corrupted take him completely out of the public service. Do not move him/move the problem to other location.

MRS. OBAMA:  Wow.  Oh, my goodness.  (Applause.)  Thank you all.  Thank you so, so much.  Everyone, please, please, please take your seats.Thank you so much.  It is such a pleasure and it is an honor to be here today for the 101st NAACP Convention.  Yes!  (Applause.)

I want to start by thanking Chairman Roslyn Brock, beautiful woman, for that very kind introduction.  (Applause.)  And I mentioned to her, I said, her mother’s hot.  She’s gorgeous.  Good genes.  (Laughter.)

I also want to thank both her and your President and CEO Ben Jealous for their inspired leadership of this organization.  Give them a round of applause.  (Applause.)

I want to thank a few other people as well who are here.  I want to thank Governor Nixon and the First Lady, Georgeanne Nixon, who are here.  (Applause.)  I want to thank Senator McCaskill, who was here, who’s no longer here, but I wanted to say hello to her.  Representatives Cleaver, Moore and Scott, who are here.  (Applause.)  And Mayor Funkhouser for all the outstanding work that all of you are doing for the people of this city and for this great state and for taking time to join us today.  So let’s give them all a round of applause.  (Applause.)

And finally, I want to thank all of you.  I want to thank you for a few things.  First of all, thank you for being here today and thank you for the outstanding work that you’ve done in making this a great American institution.  And also, I have to thank you for your prayers, for your support.  I cannot tell you how much that means to me and my girls and my mom, and then my husband as well.  (Applause.)  Thank you all so, so much.  It really keeps us going, and I am just thrilled to be here.

One hundred and one years ago, the NAACP was established in pursuit of a simple goal, and that was to spur this nation to live up to the founding ideals, to secure those blessings of liberty, to fulfill that promise of equality.

And since then, the work of this organization has been guided by a simple belief:  that while we might not fully live out that promise or those blessings for ourselves, if we worked hard enough, and fought long enough, and believed strongly enough, that we could secure them for our children and for our grandchildren, and give them opportunities that we never dreamed of for ourselves.  (Applause.)

So, for more than a century, the men and women of the NAACP have marched and protested.  You have lobbied Presidents and fought unjust laws.  You’ve stood up and sat in and risked life and limb so that African Americans could take their rightful places not just at lunch counters and on buses, but at universities and on battlefields — (applause) — and in hospitals and boardrooms; in Congress, the Supreme Court; and, yes, even the White House.  (Applause.)  Think about it — even the White House.

So I know that I stand here today, and I know that my husband stands where he is today, because of this organization — (applause) — and because of the struggles and the sacrifices of all those who came before us.

But I also know that their legacy isn’t an entitlement to be taken for granted.  And I know it is not simply a gift to be enjoyed.  Instead, it is an obligation to be fulfilled.

And when so many of our children still attend crumbling schools, and a black child is still far more likely to go to prison than a white child, I think the founders of this organization would agree that our work is not yet done.  (Applause.)

When African American communities are still hit harder than just about anywhere by this economic downturn, and so many families are just barely scraping by, I think the founders would tell us that now is not the time to rest on our laurels.

When stubborn inequalities still persist — in education and health, in income and wealth — I think those founders would urge us to increase our intensity, and to increase our discipline and our focus and keep fighting for a better future for our children and our grandchildren.  (Applause.)

And that’s why I really wanted to come here today — because I wanted to talk with you about an issue that I believe cries out for our attention — one that is of particular concern to me, not just as First Lady, but as a mother who believes that we owe it to our kids to prepare them for the challenges that we know lie ahead.  And that issue is the epidemic of childhood obesity in America today.

Now, right now in America, one in three children is overweight or obese, putting them at greater risk of obesity-related conditions like diabetes and cancer, heart disease, asthma.

And we’re already spending billions of dollars in this country a year to treat these conditions, and that number is only going to go up when these unhealthy children reach adulthood.

But it’s important to be clear that this issue isn’t about how our kids look.  It’s not about that.  It’s about how our kids feel.  It’s about their health and the health of our nation and the health of our economy.

And there’s no doubt that this is a serious problem.  It’s one that is affecting every community across this country.  But just like with so many other challenges that we face as a nation, the African American community is being hit even harder by this issue.  (Applause.)

We are living today in a time where we’re decades beyond slavery, we are decades beyond Jim Crow; when one of the greatest risks to our children’s future is their own health.

African American children are significantly more likely to be obese than are white children.  Nearly half of African American children will develop diabetes at some point in their lives.  People, that’s half of our children.

And if we don’t do something to reverse this trend right now, our kids won’t be in any shape to continue the work begun by the founders of this great organization.  (Applause.)  They won’t be in any condition to confront all those challenges that we know still remain.

So we need to take this issue seriously, as seriously as improving under-achieving schools, as seriously as eliminating youth violence or stopping the spread of HIV/AIDS or any of the other issues that we know are devastating our communities.

But in order to address this challenge, we also need to be honest with ourselves about how we got here, because we know that it wasn’t always like this for our kids and our communities.

The way we live today is very different from even when I was growing up.  And I like to tell my kids I’m not that old.  (Laughter.)  They don’t agree.  (Laughter.)

Many of you probably grew up like I did — in a community that wasn’t rich, not even middle class, but where people knew their neighbors, and they looked out for each other’s kids.

In these kind of strong African American communities, we went to neighborhood schools around the corner.  So many of us had to walk to and from school every day, rain or shine.  I know you’ve told that story.  (Laughter.)  And in Chicago, where I was raised, we did it in the dead of winter.  (Laughter.)  No shoes on our feet — it was hard, but we walked!  (Applause.)

And in school, we had recess twice a day and gym class twice a week, like it or not.  (Applause.)  And then when we got home in the afternoon, after school or in the summer, there was no way we’d be allowed to lie around the house watching TV.  (Applause.)  First of all, there wasn’t that many channels.  (Laughter.)

Our parents made us get up and play outside.  Had to get up, get out, didn’t have to — just couldn’t be inside.  And we would spend hours riding bikes, playing softball, freeze tag, jumping double-dutch.  Kids nowadays don’t even know how to jump double-dutch!  (Laughter and applause.)

We were constantly on the move, only stopping to eat or what?  When the streetlights came on, right?  (Applause.)

And eating was a totally different experience back then.  In my house, we rarely ate out — rarely.  Even when both parents worked outside of the home, most families in my neighborhood sat down at the table together as a family for a meal.  (Applause.)  And in my house, Marian Robinson’s house, we ate what we were served.  (Laughter and applause.)  My mother never cared whether me or my brother liked what was on our plates.  (Laughter.)  We either ate what was there or we didn’t eat.  It was as simple as that.  (Laughter.)

We never ate anything fancy, but the portion sizes were reasonable and there were rarely seconds — maybe for your father, but not for you.  (Laughter.)  And there was always a vegetable on the plate.  (Applause.)

And many of our grandparents tended their own gardens or they relied on, as my father told me, “The Vegetable Man” who brought fresh produce.  That was how people got by back then — they had fresh fruits and vegetables in their own backyards, and in jars in their cellar during the winter.  And that wasn’t just being thrifty — that was healthy too, little did we know.

And unless it was Sunday, or somebody’s birthday, there was no expectation of dessert after our meals.  And we didn’t dream of asking for soda or pop.  That was for special occasions.

Now, if you were lucky, you might get a quarter or two to take to the corner store and get some penny candy.  But you did not eat it all at once because you never knew when you’d see another piece of candy.  (Laughter.)  So you saved it in that little brown bag under your bed.  (Laughter and applause.)  That bag would be all worn out and sweaty.  (Laughter.)  You’d hold on to that bag, take out a half a piece of candy every other day.  (Laughter.)

Back then, without any expert advice and without spending too much money, we managed to lead pretty healthy lives.  But things are a little different today, and many kids these days aren’t so fortunate.

So many kids can’t attend neighborhood schools or don’t, so instead of walking to school, they ride in a car or they’re in a bus.  And in too many schools, recess and gym class have been slashed because of budget cuts.
Fears about safety mean that those afternoons outside have been replaced by afternoons inside with TV, video games, the Internet.

In fact, studies have found that African American children spend an average of nearly six hours a day watching TV — and that every extra hour of TV they watch is associated with the consumption of an additional 167 calories.

For many folks, those nutritious family meals are a thing of the past, because a lot of people today are living in communities without a single grocery store, so they have to take two, three buses, a taxi, walk for miles just to buy a head of lettuce for a salad or to get some fresh fruit for their kids.

Most folks don’t grow their own food the way many of our parents and grandparents did.  A lot of folks also just don’t have the time to cook at home on a regular basis.  So instead, they wind up grabbing fast food or something from the corner store or the mini-mart — places that have few, if any, healthy options.

And we’ve seen how kids in our communities regularly stop by these stores on their way to school — buying themselves sodas and pop and chips for breakfast.  And we’ve seen how they come right back to those same stores after school to buy their afternoon snack of candy and sugary drinks.

According to one study, on average, a trip to the corner store, a child will walk out of that store with more than 350 calories worth of food and beverage — this is on average.  So if they’re going two and three times a day, that can really add up.

And taken together, all of these things have made for a perfect storm of bad habits and unhealthy choices — a lifestyle that’s dooming too many of our children to a lifetime of poor health and undermining our best efforts to build them a better future.

See, we can build our kids the best schools on earth, but if they don’t have the basic nutrition they need to concentrate, they’re still going to have a challenge learning.  (Applause.)  And we can create the best jobs in the world — we must — but that won’t mean that folks will have the energy and the stamina to actually do those jobs.

We can offer people the best health care money can buy, but if they’re still leading unhealthy lives, then we’ll still just be treating those diseases and conditions once they’ve developed rather than keeping people from getting sick in the first place.  (Applause.)

See, and the thing is, is that none of us wants that kind of future for our kids or for our country.

And surely the men and women of the NAACP haven’t spent a century organizing and advocating and working day and night only to raise the first generation in history that might be on track to live shorter lives than their parents.

And that’s why I’ve made improving the quality of our children’s health one of my top priorities.

As many of you may know, my efforts began with the planting of a garden on the South Lawn of the White House.  (Applause.)  But it’s important to understand that this garden symbolizes so much more than just watching beautiful things grow.  It’s become a way to spark a broader conversation about the health and well-being not just of our kids but of our communities.

And in an effort to elevate that conversation nationally, we launched “Let’s Move.”  It’s a nationwide campaign to rally this country around a single, ambitious goal, and that is to solve childhood obesity in a generation so that children born today reach adulthood at a healthy weight.

And through this initiative, we are bringing together governors and mayors, businesses and community groups, educators, parents, athletes, health professionals, you name it, because it is going to take all of us, working together, to help our kids lead healthier lives right from the beginning.

“Let’s Move,” the campaign, has four components.

The first, we’re working to give parents the information they need to make healthy decisions for their families.

For example, we’re working with the FDA and the food industry to provide better labeling, something simple, so folks don’t have to spend hours squinting at labels, trying to figure out whether the food they’re buying is healthy or not.

Our new health care legislation requires chain restaurants to post the calories in the food they serve so that parents have the information they need to make healthy choices for their kids in restaurants.  (Applause.)

And we’re working with doctors and pediatricians to ensure that they routinely screen our children for obesity.  And I can personally attest to the value of these screenings based on my own personal experiences, because it wasn’t that long ago when the Obamas weren’t exactly eating as healthy as we should have been.  And it was our daughters’ pediatrician who actually pulled us aside and suggested that I think about making some changes to our family’s diet.  And it made a world of differences.

But we also know that giving better information to parents is not enough, because with 31 million American children participating in federal school meal programs, many of our kids are consuming as many as half their daily calories at school.

That’s why the second part of “Let’s Move” is to get healthier food into our schools.  (Applause.)

And we’re working to reauthorize our child nutrition legislation that will make significant new investments to revamp our school meals and improve the food that we offer in those school vending machines, so that we’re serving our kids less sugar, salt and fat, and more vegetables, fruits and whole grains.

This is bipartisan legislation and it is critically important for the health and success of our children, and we are hoping that Congress will act swiftly to get this passed.  (Applause.)

But we also know that healthy eating is only half the battle.  Experts recommend at least 60 minutes a day of activity.  That’s at least the bare minimum, and many of our kids aren’t even close.

So the third part of “Let’s Move” is to help our kids get moving, to find new ways for them to get and stay active and fit.  And we’re working to get more kids participating in daily physical education classes and to get more schools offering recess for their students.

We’ve set a goal of increasing the number of kids who walk or ride their bikes to school by 50 percent in the next five years.

And we’ve recruited professional athletes — they’ve been fantastic — from different sports leagues to inspire our kids to get up off that couch and to get moving.

But we know that even if we offer the most nutritious school meals, and we give kids every opportunity to be fit, and we give parents the information they need to prepare healthy food for their families, all that won’t mean much if our families still live in communities where that healthy food simply isn’t available in the first place.

And that brings me to the fourth and final component of the campaign, and that is to ensure that all families have access to fresh, affordable food in their communities where they live.  (Applause.)

And one of the most shocking statistics for me in all of this is that right now, 23.5 million Americans, including 6.5 million children, live in what we call “food deserts” — areas without a single supermarket.
This is particularly serious in African American communities where folks wind up buying their groceries at places like gas stations and bodegas and corner stores where they often pay higher prices for lower-quality food.  (Applause.)

But the good news is that we know that this trend is reversible, because when healthier options are available in our community, we know that folks will actually take advantage of those options.

One study found that African Americans ate 32 percent more fruits and vegetables for each additional supermarket in their community.  So we know the kind of difference that we can make with some changes.  We know that when we provide the right incentives — things like grants and tax credits, and help securing permits and zoning — businesses are willing to invest and lay down roots in our communities.

And many grocers are finding that when they set up shop in high-need areas, they can actually make a decent profit.  They’re learning that they can do well by doing good.

So as part of “Let’s Move,” we’ve proposed a Healthy Food Financing Initiative — a $400 million a year fund that we’ll use to attract hundreds of millions of more dollars from the private and non-profit sectors to bring grocery stores and other healthy food retailers to underserved areas across the country.

And our goal is ambitious — we want to eliminate food deserts in this country within seven years, and create jobs and revitalize neighborhoods along the way.  (Applause.)

So, I know these goals are ambitious, and there are many, many more.  And as First Lady, I am going to do everything that I can to ensure that we meet them.

But I also know that at the end of the day, government can only do so much.

I have spoken to so many experts about this issue, and not a single one of them said that the solution is to have government tell people what to do.  It’s not going to work.  Instead, this is about families taking responsibility and making manageable changes that fit with their budgets and their needs and their tastes.  That’s the only way it’s going to work.

It’s about making those little changes that can really add up — simple things like taking the stairs instead of the elevator, walking instead of riding in a car or bus, even something as simple as turning on the radio and dancing with your children in the middle of your living room for hours.  That will work up a sweat.  (Applause.)

How about replacing all of that soda and those sugary drinks with water?  (Applause.)  Kids won’t like it at first, trust me.  But they’ll grow to like it.  Or deciding that they don’t get dessert with every meal.  As I tell my kids, dessert is not a right.  (Laughter.)  Or they don’t get it every day.

Or just being more thoughtful about how we prepare our food — baking instead of frying.  I know.  (Laughter.)  Don’t shoot me.  (Applause.)  And cutting back on those portion sizes.

Look, no one wants to give up Sunday meal.  No one wants to say goodbye to mac and cheese and fried chicken and mashed potatoes — oh, I’m getting hungry — (laughter) — forever.  No one wants to do that.  Not even the Obamas, trust me.

But chefs across the country are showing us that with a few simple changes and substitutions, we can find healthy, creative solutions that work for our families and our communities.

And that’s why I am excited about our new “Let’s Cook” video series, which we’re launching on our “Let’s Move” website at letsmove.gov.

This is a great series featuring Sam Kass, who a lot of people think is cute — I don’t know if that helps.  (Laughter.)  But this series features some of the country’s top chefs, who will be demonstrating how folks can prepare simple, affordable, nutritious meals for their families.

The first guest chef is a guy by the names of Marvin Woods, who’s known for his cuisine based in North Africa, the Caribbean, South America, the Low Country.  He’s demonstrating how to prepare a week of healthy and tasty dinners for a family of four on a tight budget.  And he provides recipes, shopping lists, so that folks can do it all themselves at home.

And finally, it’s one thing we can think about, is working to make sure that our kids get a healthy start from the beginning, by promoting breastfeeding in our communities.  (Applause.)  One thing we do know is that babies that are breastfed are less likely to be obese as children, but 40 percent of African American babies are never breastfed at all, not even during the first weeks of their lives.

And we know this isn’t possible or practical for some moms, but we’ve got a WIC program that’s providing new support to low-income moms who want to try so that they get the support they need.

And under the new health care legislation, businesses will now have to accommodate mothers who want to continue breastfeeding once they get back to work.  (Applause.)  Now, the men, you may not understand how important that is.  (Laughter.)  But trust me, it’s important to have a place to go.

But let’s be clear, this isn’t just about changing what our kids are eating and the lifestyles they’re leading — it’s also about changing our own habits as well.  Because believe it or not, if you’re obese, there’s a 40 percent chance that your kids will be obese as well.  And if you both you and the child’s other parent are obese, that number jumps to 80 percent.

And this is more than just genetics at work.  The fact is, we all know we are our children’s first and best teachers and role models.  We teach them healthy habits not just by what we say but by how we live.  Shoot, I can’t tell Malia and Sasha to eat their vegetables if I’m sitting around eating French fries — trust me, they will not let that happen.  And I can’t tell them to go run around outside if I’m spending all my free time on the couch watching TV.

And this isn’t just about the example that we set as individuals and as families, but about the lifestyle we’re promoting in our communities as well.

It’s about the example we set in our schools.  It’s about schools like the Kelly Edwards Elementary School in Williston, South Carolina.  It’s a Bronze Award winner in our USDA Healthier U.S. School Challenge.  This is a school where students have planted their own garden so that they can taste all kinds of fresh vegetables, they can stay active because they’ve got their own dance team.

And it’s about establishing strong community partnerships that involve folks from every sector and every background.

There’s a Fresh Food Financing Initiative in Pennsylvania — it’s a great example.  This initiative is a collaboration between business, non-profit and government that’s funded more than 80 supermarket projects, bringing nutritious food to hundreds of thousands of people in underserved communities.

These are just a couple of the thousands of programs and projects that are making a difference in communities across the country already.

So if there’s anybody here, after all this talking I’ve done, who feels a little overwhelmed by this challenge — because it can be overwhelming — if there is anyone here who might even already be losing hope thinking about how hard it will be to get going, or giving up, I just want you to take a look around at all the things that are already being accomplished, because I want folks to learn from each other and to be inspired by each other, because that’s what we’ve always done.

That is exactly what happened here in this city half a century ago.  See, because back in 1958, folks right here in Kansas City saw what folks down in Montgomery had achieved with their bus boycott.  So they were inspired by all those men and women who walked miles — walked miles home each day on aching feet because they knew there was a principle at stake.

So folks here organized their own boycott of department stores that refused to serve African Americans.  (Applause.)  Handbills publicizing their meetings stated, and this is a quote:  “They stopped riding in Montgomery, so let’s stop buying in Kansas City.”  (Applause.)

A local music teacher even composed a song that became the anthem for their efforts.  It was entitled “Let’s take the walk that counts.”

And then, as you know, a few years later, in April of 1964, folks turned out in droves to pass a public accommodations law mandating that all residents, regardless of their skin color, be served in restaurants, hotels and other public places.  Even folks who were too sick to walk showed up to vote.  (Applause.)

One organizer recalled that they used wheelchairs to get people to the polls and even brought one man in on a stretcher.  So think about that — being carried to the ballot box on a stretcher.  (Applause.)  Those folks didn’t do all that just for themselves.  They did it because they wanted something better for their children and for their grandchildren.  That’s why they did it.

And in the end, that’s what has driven this organization since its founding.

It is why Daisy Bates endured hate mail and death threats to guide those nine young men and women who would walk through those schoolhouse doors in Little Rock.

It is why Thurgood Marshall fought so hard to ensure that children like Linda Brown, and children like my daughters and your sons and daughters, would never again know the cruel inequality of separate but equal.

It is why so many men and women — legends and icons and ordinary folks — have faced down their doubts, their cynicism and their fears, and they’ve taken that walk that counts.

So we owe it to all those who’ve come before us to ensure that all those who come after us — our children and our grandchildren — that they have the strength and the energy and the enduring good health that they need to continue and complete that journey.  (Applause.)

So I’m asking you, NAACP, will you move with me?  (Applause.)  Let’s move!  I’m going to need you, NAACP.  (Applause.)  This is not an endeavor that I can do by myself.  We cannot change the health of our community alone.  I’m going to need each and every single one of you to work together for this campaign for our children’s future.  If we do this together, we can change the way our children think about their health forever.

So I want to thank you all in advance, again, for your prayers and your thoughts and your support.  The struggle continues.

Britian’s 16 Banned People

Most of those on the list are foreign Muslim preachers whom the Home Office believes would incite hatred or glorify terrorism if they were allowed in. But the list also includes a number of white supremacists, homophobic preachers and an anti-Arab Jewish militant. Michael Savage (real name Michael Weiner) typically spends his three-hour show railing against liberals, homosexuals, Muslims, and illegal immigrants.

The List:

Samir Al Quintar: Lebanese Militant The former fighter with the Palestinian Liberation Front took part in the attempted kidnapping of an Israeli family in Nehariya in 1979 which resulted in the deaths of five people, including two children. He was imprisoned by the Israelis in 1980 but released last year as part of a prisoner swap between Israel and the Lebanese militant group Hizbollah. He is considered a national hero in Lebanon but is reviled as an unrepentant terrorist in Israel. Since his release, he has given a number of interviews calling for further attacks on Israel.

Nasr Javed: Militant Leader Believed to be a Kashmiri nationalist involved with Lashkar-e-Taiba, the Pakistan-based Kashmiri terrorist organisation thought to be behind the recent attacks in Mumbai and Lahore. India has accused Javed of being a mid-ranking Lashkar operative who helps train their suicidal fedayeen fighters. After the Mumbai attacks, Javed was widely quoted by the Indian and Pakistani press as promising more assaults by Lashkar militants.

Amir Siddique: Preacher Siddique is said to be deputy prayer leader at Islamabad’s Red Mosque, a notorious stronghold for Islamic militants. The army laid siege to the mosque in 2007 after militants kidnapped foreigners and imposed strict rules on shopkeepers. Hundreds of people, including the mosque’s leader, were killed. It is supposedly back under Pakistani government control but many survivors of the siege have gone on to fight for the Taliban in the Swat Valley.

Fred Waldron Phelps Snr & Shirley Phelps-Roper: Anti-Gay Evangelicals Fred Waldron Phelps founded the Kansas-based Westboro Baptist Church, a highly controversial but small sect of evangelicals who believe God is punishing the world for tolerating homosexuality. The church is primarily made up of members of Phelps’s family and its followers have caused outrage in the US by picketing the funerals of Aids victims and soldiers killed in Iraq and Afghanistan. Phelps’s daughter Shirley Phelps-Roper is the pastor and senior leader of the Westboro Baptists. The Home Office banned her from entering the UK after she threatened to picket a school play in Basingstoke, Hampshire, about an anti-gay murder. The Westboro Baptists regularly claim that they will picket events outside North America but they have yet to do so. They are largely ignored by the American media, which treats them as an insignificant congregation of radical believers who hold little sway beyond their families.

Don Black: White Supremacist Don Black is one of America’s most prominent white supremacists. A former grand wizard of the Ku Klux Klan, he went on to set up Stormfront, one of the most popular white power websites in the US. In 1981, he led a farcical KKK attempt to take over the island nation of Dominica to create a white supremacist state and was later jailed. Mr Griffin and the BNP’s deputy leader, Simon Darby, have met Black on numerous occasions. Yesterday, Mr Darby said: “Just because the BNP shares a platform with someone doesn’t mean we agree with what they say.” But a spokesperson for the anti-racism group Searchlight, said: “The fact that Nick Griffin is prepared to embrace someone as vile as Don Black says everything you need to know about Griffin and his party. “The European election campaign has only just started and already the BNP’s mask of moderation has been torn away.”

Abdullah Qadri Al Ahdal: Preacher An extremist who is banned because he is considered to be engaging in unacceptable behaviour, including justifying or glorifying terrorist violence.

Michael (Savage) Weiner: Shock Jock A conservative commentator and “shock jock” DJ, Savage’s regular rants on US radio are as controversial as they are popular. He is a best-selling author who once called the Koran a “book of hate” and said an autistic children was “a brat who hasn’t been told to cut the act out”. He also once suggested that America should let its immigrants starve to death in order to ease overcrowding.

Wagdy Ghoneim: Islamic Writer A prolific writer and Islamic scholar who has frequently called for jihad against Jews, Ghoneim was thrown out of the US in 2004 after serving as an imam in a California mosque. The Americans accused the Egyptian of raising funds for terror groups, but expelled him because they did not have enough evidence to prosecute. Ghoneim denies any terrorist links and says he is just an Islamic scholar.

Yunis Al Astal: Hamas MP A preacher with a sizeable following among the inhabitants of the Gaza Strip, Al Astal is a Hamas member of the Palestinian parliament. He has described Jews as “the brothers of apes and pigs” and in a sermon last year called for a jihad, or holy war, to conquer Europe and the US. Last April, he declared that Rome, “the capital of the Catholics”, would soon be overtaken by Islam.

Abdul Ali Musa: Islamic Writer A controversial US-born Muslim convert who heads the Institute of Contemporary Islamic Thought in Washington, a global Islamic think-tank that promotes orthodox Sunni Islam. The Anti-Defamation League has accused Musa of regularly making anti-Semitic statements. He believes the 11 September attacks were a Jewish conspiracy and has previously praised Palestinian suicide bombers.

Mike Guzofsky: Jewish Supremacist A militant Jewish leader and follower of Kahanism, an ideology which critics say is quasi-fascist. The US government says Guzofsky has links to Kahane Chai, a group named after the extremist Rabbi Meir Kahane. A fundamental tenet of Kahanist ideology is that the state of Israel should defend itself against Arab and Nazi enemies, and give full citizenship only to Jews.

Artur Ryno & Pavel Skachevsky: Slav Supremacists The former Moscow art student-turned-supremacist led a gang of skinheads which carried out 20 racist murders and 12 attempted murders. At his trial, the 19-year-old claimed he wanted to cleanse Russia of non-ethnic Russians. At his sentencing in December, he shouted: “For faith, tsar and fatherland.” It is unlikely he ever applied to come to the UK: he has been in custody since October 2007.

Pavel Skachevsky acted as Ryno’s right-hand man and was found guilty of murder at the same trial. Little is known about him because the hearing was held behind closed doors. Their gang is thought to have carried out at least 20 racist murders between August 2006 and October 2007. Their victims included Tajik labourers, Chinese migrants and a chess master from Russia’s far east.

Safwat Hijazi: Televangelist This popular Egyptian preacher appears regularly on Al-Nas [The People] TV – an Arabic-language satellite channel which promotes a hardline Salafi interpretation of Islam. In 2006, the station dismissed all of its female staff. Israel wanted the station shut down after Hijazi issued a fatwa allegedly permitting the killing of Israeli Jews in Arab countries and the Palestinian territories.

Eric Gliebe: Neo Nazi A former professional boxer who fought as the “Aryan Barbarian”, Gliebe is chairman of the Nationalist Alliance, America’s best organised and most effective white supremacist group, based in West Virginia. His activity in racial nationalism was inspired by his father, who served in the German army in the Second World War. Gliebe has also helped to pioneer the white supremacist music scene.

27,000 Abandoned Oils Wells In Gulf Of Mexico

Potential environmental time bombs in the form of 27,000 abandoned oil and gas wells are lurking in the hard rock beneath the Gulf of Mexico. Obama “Ass To Kick” Transcript. Over half of the 50,000 wells which have been drilled in the federal waters of the Gulf of Mexico have been abandoned, with 23,500 of them considered permanently sealed.

As many as 3,500 of the wells are considered “temporarily abandoned.” The oldest of the abandoned wells investigated by the AP date back to the 1940s. Wells are abandoned by oil companies when they are considered to no longer be profitable, or when the potential for the amount of oil to be drawn from the well is not as high as the company may have initially believed.

The standard procedure for plugging a well to be abandoned permanently by an oil company involves cutting riser piping 15 feet beneath the seabed, filling the well with heavy liquid, often referred to as drilling mud, to prevent the flow of oil and capping the well with cement plugs which can be up to 200 feet in length. Several factors can cause abandoned wells to leak or fail, including erosion or aging in the cement used to plug the wells and repressurization of wells due to changes in geological conditions. Erosion in well casing or other areas of the well structure can allow oil and gas to escape to the surface. This can occur gradually or in a sudden catastrophic blowout.

Many oil companies get around this by classifying their wells as “temporarily abandoned,” so they can plug the wells in a less thorough and expensive process. companies can leave their wells in a kind of legal limbo for years. They can do so knowing they will face no repercussion from governmental regulating industries.
