A Colorado state employee could be disciplined for sending an e-mail showing President Barack Obama shining the shoes of former Republican vice-presidential candidate Sarah Palin. How upset are Obama Kool-Aid Drinkers going to be with this ‘creative art?’ Will Google remove the image like they tried to do with Michelle and her chip reference?  Will Google buy another search ad explaining why the image is circulating, *Sometimes Google search results from the Internet can include disturbing content, even from innocuous queries. We assure you that the views expressed by such sites are not in any way endorsed by Google.* Will I be judged with fear and misguided anger (again) because I posted this? The original sender of this e-mail wrote, “It appears he (Obama) has found his niche.”

Rush Limbaugh ‘Resting Comfortably’ At Honolulu Hospital

Rush Limbaugh was admitted to and is resting comfortably in a Honolulu hospital today after suffering chest pains. Paramedics took Limbaugh to The Queens Medical Center in serious condition from the Kahala Hotel and Resort. America’s most influential conservative voice of all times is resting comfortably. Limbaugh’s three-hour weekday show is heard on some 600 radio stations across the country, and more than 14 million people listen to him at least once a week. Limbaugh is due to return to his show on Jan. 4.

Limbaugh was the 1992, 1995, 2000 and 2005 recipient of the Marconi Radio Award for Syndicated Radio Personality of the Year (given by the National Association of Broadcasters), joining the syndicated Bob & Tom Show as the only other four-time winners of a Marconi award. He was inducted into the Radio Hall of Fame in 1993.

In 2002, Talkers magazine ranked him as the greatest radio talk show host of all time. Limbaugh is the highest-paid syndicated radio host.

On March 29, 2007, Limbaugh was awarded the inaugural William F. Buckley, Jr. Award for Media Excellence, by the Media Research Center, a conservative media analysis group.

On January 5, 2008, the conservative magazine Human Events announced Limbaugh as their 2007 Man of the Year.

On December 1. 2008, TV Guide reported that Limbaugh has been selected as one of America’s top ten most fascinating people of 2008 for a Barbara Walters ABC special that aired on December 4, 2008.

On February 28, 2009, following his self-described “first address to the Nation” lasting 90 minutes, carried live on CNN and Fox News and recorded for CSPAN, Limbaugh received CPAC’s “Defender of the Constitution Award”, a document originally signed by Benjamin Franklin, given to someone “who has stood up for the First Amendment … Rush Limbaugh is for America, exactly what Benjamin Franklin did for the Founding Fathers … the only way we will be successful is if we listen to Rush Limbaugh”.

8 American Civilians Killed By Afghan Suicide Bomber

Eight American civilians were killed today when a lone suicide bomber struck Forward Operating Base Chapman in Khowst province eastern Afghanistan. Khowst province is located on the Pakistani border. No U.S. or NATO troops were killed or wounded in the blast. The bomber detonated his explosive vest inside the Forward Operating Base Chapman. The base is part of NATO’s Regional Command East, which is supervised by the U.S. military. It also houses Western civilians working on reconstruction projects in the war-torn nation.   A total of 940 U.S. soldiers have died in the U.S.-led Afghanistan War so far, while the total fatalities of coalition troops have mounted to 1,553. A total of 100 British Armed Forces personnel have died in Afghanistan this year. 2,038 civilians has been killed in the Afghan conflict during the first three months of 2009. The comparable figure for 2008 was 1,838, meaning a rise of 10.8 per cent.

Obama Get Serious About Terrorism!

Yemen’s Foreign Minister said hundreds of al-Qaeda militants are planning terror attacks. This announcement came after an al-Qaeda group based in Yemen claimed responsibility for Umar Farouk Abdulmutallab failed Christmas Day airliner bomb plot. al-Qaeda claim for the failed attempt to blast down Northwest Airlines Flight 253 over Detroit raise question about Obama’s decision on terror attacks, opps, I mean ‘Man-Caused Disaster.’  Obama’s pick Janet Napolitano, Homeland Security Secretary, claimed that the system worked, to her credit it did. There could have been better procedures in place like the full body scanners floating over the networks. More importantly, this plot shows that Obama need to be more serious about protecting Americans.

If you can remember, Obama did everything possible to avoid using the term ‘terrorists.’ The idea was to smack the Mean Ole Bush Administration in the face and use the new ‘CHANGE’ by re-wording the books with ‘man-caused’ disasters and combining terrorists with moderates. White House Press Secretary Robert Gibbs said that Obama is using “different words and phrases [than war on terrorism] in order to denote a reaching out to many moderate parts of the world that we believe can be important in a battle against extremists.” Obama issued a trio of executive orders to close the Guantanamo Bay detention camp within a year, permanently shut the CIA’s network of secret overseas prisons and end the agency’s use of interrogation techniques that critics describe as torture, jut to condemned the Bush administration’s war on terrorism. Obama called it “the moral high ground.”  Janet Napolitano referred to “man-caused” disasters terms as a demonstration to move away from the politics of fear toward a policy of being prepared for all risks that can occur. So, I guess the singed underwear with a six-inch packet of a high explosive called PETN sewn into the crotch, of Northwest 253 bomber Umar Farouk Abdulmutallab in his attempt to blow up an American bound aircraft, would not be considered an terrorist act?

Obama and his Liberals friends need to WAKE UP. The warning is here, since Obama has taken office, everything has fell to pieces. Intelligence agencies asleep at the switch, Homeland Security playing with words, troops lost in battle, terrorist gaining strength, and our President = Playing Golf! His lackadaisical response to this terrorist act has many questioning his leadership. A man on a plane with a six-inch packet of a high explosive in his underware trying to blow up the plane is a “TERRORIST!” Instead of being in denial about terrorism, Obama should warn us of these dangers. Oh I forgot, that would interrupt his golf game or take the cameras off what Michelle’s is wearing. Obama career on words usage does not work in the real world, words will not protect us from terrorists.

Michelle Obama Sliding In The Polls

She’s on vacation in Hawaii, wearing a  sundress and awful UGLY low ballerina shoes.  The Obama’s visited Alan Wong’s Restaurant in Honolulu, and pulled one of their “attention getters” with the presidential motorcade rushing through the city, Obama dramatically running off a golf course, Hawaii ambulances running everywhere, and the MSM breaking all over the networks with “breaking news.” America, this was nothing more than Obama trying to get someone in Hawaii to notice that they were there. Proof = by the time that news emerged, Obama was well into his resumed round of golf. See, the Obamas have been ignored since they arrived. What has been noticed is the falling poll numbers of Michelle Obama.

A new Rasmussen Reports survey finds that 55% of Americans have at least a somewhat favorable opinion of Michelle. That’s down 7 points and her lowest approval level since Emptysuit took the oath of office on January 20. The Media has played up Michelle with every angle you can imagine. MSM make every tacky outfit she wears, “new fashion.” MSM has tried unsuccessfully to make Michelle the new “health guru.” MSM has tried to make her arms “something?” Barbara Walters named Michelle “Most Fascinating Person of 2009.”  Sesame Street tried to promote her with Elmo and the talking Veggies. Google Image Search tried to remove the “chimp image” from their search engines, but it was too high in demand and they had to keep it there. Jailbreak Toys made three Michelle Obama dolls. Glamour Magazine threw Michelle on their cover with a Special Recognition award for her commitment to mentoring young women.  She led the Chicago delegation to Copenhagen and destroyed the Chicago bid to host the 2016 Summer Olympics with her nasty attitude. Queen Elizabeth let Michelle feel all over her back. ‘Elle’ magazine honored Michelle with first place in the category of “political chic” women in its annual Best Dressed list proclaiming Obama is more stylish than her French counterpart Carla Bruni. I even tried to up Michelle’s look with photo enhancement. Michelle is still falling in the polls. Thirty-seven percent now regard her unfavorably (17% somewhat unfavorably and 20% very unfavorably). Barack and Michelle has lost their standings with the country. What happened?

China Executes Akmal Shaikh

China executed Akmal Shaikh, a British man,  convicted of smuggling a suitcase with almost 9 pounds (4 kilograms) of heroin into China on a flight from Tajikistan. Shaikh become the first EU national to be executed in China in 50 years. Shaikh was arrested in 2007 and probably has bipolar disorder. Chinese officials had not taken Shaikh’s mental health into account. Officers said Shaikh did not appear to have mental problems, was friendly with other prisoners and had learned to speak a little Chinese while detained. Mental health concerns had no bearing on the final judgment. It is not known how Shaikh was executed. China executes more people than any other country, some are still carried out by a shot in the head. Shaikh first learned of his death sentence Monday from his visiting cousins, who made a last-minute plea for his life.

China’s judicial authorities independently handled this case in accordance with the law. Drug smuggling is a grave crime. During the entire process, the litigation rights and the relevant rights and interests of the defendant were fully respected and guaranteed. Shaikh told Chinese officials he didn’t know about the drugs and that the suitcase wasn’t his.

Summary Of The Defense Appropriation Bill

Obama signed into law legislation that provides $636.3 billion for the U.S. military in fiscal 2010, including $128.3 billion for the wars in Iraq and Afghanistan, the White House announced today. Bill Total for Defense; FY2009 Enacted: $625.3 billion; President’s Request: $640.1 billion; House Passed: $636.3 billion; Senate Passed: $636.3 billion; 2010 Total Bill: $636.3 billion  Full Text About $65 billion of the war funding is for operations in Afghanistan. The bill is laden with earmarks.

Among the earmarks:

$18.9 million for the Edward M. Kennedy Institute for the Senate sponsored by Sen. John Kerry (D., Mass.)

$23 million item for the Hawaii Healthcare Network, sponsored by Senate appropriations Chairman Daniel Inouye (D., Hawaii) Inouye got 37 earmarks totaling $198.2 million

Thad Cochran (R., Miss.) got 45 totaling $167 million

$20 million appropriation for the National World War II museum in New Orleans, by Democratic Sen. Mary Landrieu and Republican Sen. David Vitter of Louisiana

$5 million for a Heritage Center at San Francisco’s historic Presidio, an item included by House Speaker Nancy Pelosi in her “community funding requests.”

$300 million appropriation touted by Reps. Jim Moran (D., Va.) and Chris Van Hollen (D., Md.), among others, to improve their region’s overstressed transportation system. The road widenings are justified by expanding operations at area military facilities, including new hospital facilities.

John Murtha (D., Pa.) sponsored 23 earmarks totaling $76.5 million.

C.W. “Bill” Young got 36 totaling $83.7 million.

The bill includes about $11 billion more than the $625.3 billion Congress approved for fiscal 2009.

Summary of the Defense Appropriation Bill

Military Pay: The bill provides a 3.4% military pay increase, 0.5% above the request.

First Class Medical Care: $29.2 billion, $3 billion above 2009 and $1 billion above the request, for the Defense Health Program to provide quality medical care for service members and their families. In addition $120 million is included for Traumatic Brain Injury and Psychological Health Research.

Supporting Military Families: $472.4 million for Family Advocacy programs and full funding for Family Support and Yellow Ribbon to provide support to military families, including quality child care, job training for spouses, and expanded counseling and outreach to families experiencing the separation and stress of war.

Readiness and Training: $154 billion, $1.3 billion above 2009, for the Defense Operation and Maintenance Account to increase readiness and training of our troops.

Reining in Outsourcing: $5 billion, greater than the previous year, to allow defense personnel, not contractors, to perform critical department functions. Additionally, the bill reduces contracted advisory and assistance services by $51 million, and includes general provisions to stop further conversions by the Department of Defense from government functions to contractors.

Inspector General Oversight: $288 million, $16 million above the request, for the Inspector General to hire additional investigators to ensure proper oversight of DoD acquisition and contracting.

Undefinitized Contracts: The bill contains a provision restricting the use of funds in certain aircraft programs until prior year contracts are fully negotiated and definitized so that we know what exactly we are buying.

$104.4 billion for procurement, $3.46 billion above 2009 and $816 million below the request.

$80.5 billion for research and development, $17 million above 2009 and $1.9 billion above the request.

Bradley Fighting Vehicles: $526 million as requested for Situational Awareness upgrades to 353 vehicles.

Stryker Combat Vehicles: $364 million in the base bill, $25 million below the request due to excessive program management costs.

E-2D Hawkeye: $649 million, $142 million above the request, for 3 E-2D Hawkeye aircraft, one above the request; and $362.5 million for the continued development of the E-2D Advanced Hawkeye aircraft.

F-18 Super Hornet: $1.5 billion for 18 F/A-18E/F Super Hornet Tactical aircraft, nine above the request; and $1.6 billion for 22 EA-18G Growler electronic attack aircraft.

F-35 Lightning: $6.8 billion, matching the requested, for the procurement of 30 F-35 Lightning Aircraft, including 16 Short Take-off and Vertical Landing (STOVL) variants for the Marine Corps, 4 Carrier variants for the Navy, and 10 conventional variants for the Air Force. The bill also includes $465 million, not requested, to continue development of the Alternative Engine for the Joint Strike Fighter.

V-22 Osprey: $2.7 billion for the procurement of 30 MV-22 and five CV-22 Osprey aircraft, equal to the President’s request.

E-8 JSTARS: $62 million, $46 million above the request, for JSTARS re-engining research and development and $54 million for continued procurement.

Air Force Cargo Aircraft: $2.5 billion for 10 additional C-17s above the budget request; $905 million for five C/HC/MC-130Js and advance procurement for 20 C/HC/MC-130s; $319 million, matching the request, for eight C-27J Joint Cargo Aircraft; and $202 million, $49 million above the request, for Infrared Missile Countermeasures for the C-17 and C-130 aircraft.

Multi-mission Maritime Aircraft: $1.2 billion for the continued development of the Multi-mission Maritime Aircraft.

Next Generation Aerial Refueling Aircraft: $306 million for the development of the Next Generation Aerial Refueling Aircraft.

Unmanned Aerial Vehicles (UAVs): $554 million, matching the request, to procure RQ-4 Global Hawk UAVs; and $489 million for 24 MQ-9 Reapers.

Military Helicopters: $3.34 billion to increase and improve the military’s fleet of helicopters, including $326 million, as requested, for 54 Light Utility Helicopters; $1.26 billion as requested for 79 UH-60 Blackhawk Helicopters; $882 million for 27 CH-47 Chinook Helicopters; $584.8 million for 24 UH-1Y Huey/AH-1Z Cobra Helicopters; and $145 million above the request for five HH-60M helicopters and modifications to the existing HH-60G fleet.

Presidential Helicopter: $130 million, of which $100 million is for technology capture to recoup investments in research and development of the VH-71.

Tactical Wheeled Vehicles: $498 million for the procurement of Medium Tactical Vehicles, and $613 million for the procurement of Heavy Tactical Vehicles.

Targeting pods: $68 million, $18.5 million above the request, for targeting pods to increase the combat effectiveness and precision strike ability of U.S. military aircraft.

Guided MLRS Rockets: $293.6 million, as requested, for 2,628 Guided Multiple Launch Rocket System Rockets.

Shipbuilding: $15 billion, $120 million above the request, for the procurement of 7 Navy ships, including: one DDG-51 Guided Missile Destroyer; one SSN-774 Attack Submarine; two Littoral Combat Ships; one Intra-theater Connector Ship; and two T-AKE Auxiliary Dry Cargo Ammunition Ships.

Enhanced Radar Technology: $32 million, $30 million above the request, for advanced radar technology.

Electronic Warfare: $248.5 million, as requested, for continued development of electronic warfare devices to protect our troops.

Advanced Communications: $880 million, as requested, for continued development of the Joint Tactical Radio System; and $50 million for Digital Communications, $50 million above the request.

Missile Defense: $589 million, matching the request, for the Theater High Altitude Area Defense (THAAD) system and the Standard Missile 3 (SM-3); $569 million, matching the request, for the continued development of the Patriot/MEADS Combined Aggregate Program; $638.8 million, matching the request, for Ballistic Missile Defense Sensors Capability; $50.5 million, matching the request, for Ballistic Missile Defense European Capability; $202 million, $82.8 million above the request, for the Israeli Cooperative Program; and $80 million, not requested, for the Early Interceptor Program.

Future Combat Systems: $2.29 billion for continued development of the restructured Future Combat Systems Program. The recommendation is $330 million below the request due to excessive termination liability and $1.1 billion below 2009.

SPACE: $292 million, $97.4 million below the request, for the Global Positioning System III, operational control segment (OCX), plus $50 million for next generation military satellite communications system.

Defense Advanced Research Projects Agency (DARPA): $3 billion, $246 million below the request for research and development programs because of chronic under-execution.

$15 billion for military personnel.

$5 billion for the Overseas Contingency Operations Transfer Fund, to respond to the highly variable nature of the costs to rebalance US forces between Iraq and Afghanistan.

$1.2 billion for defense health programs to provide medical care to active forces as well as mobilized Reserve Components, and their family members.

$6.3 billion, $825 million above the request, for the Mine Resistant Ambush Protected (MRAP) Vehicle Fund to procure over 6,600 new MRAP all-terrain vehicles to protect our troops.

$80 million for the procurement of MQ-1 Predator Unmanned Aerial Vehicles.

$1.1 billion, $187 above the request, for the procurement of High Mobility Multi-Purpose Wheeled Vehicles (HMMWVs).

$863 million, $577 million above the request, for the procurement of Family of Medium Tactical Vehicles.

$803 million, $180 million above the request, for the procurement of Family of Heavy Tactical Vehicles.

$1.2 billion, a reduction of $300 million from the request, for the Commanders Emergency Response Program (CERP).

60 Percent Say Obama’s Decisions ‘Bad for America’

60 percent of Americans believe an increased government role in health care would lead to more government corruption. The poll of 1,450 adults by Survey USA was conducted Dec. 11-14, and was commissioned by the conservative government watchdog group Judicial Watch. The poll asked questions on several topics,  including government corruption, transparency, illegal immigration and the Association of Community Organizers for Reform Now (ACORN). The poll also shows that 58 percent of Americans believe that decisions by the Obama administration have been “bad for America.” Other polls have showed Obama’s approval rating slipping below 50 percent.

Obama’s health care overhaul proposal supported by congressional Democrats has been unpopular in most polls. This poll, asked, “Would an increased government role in the health care system lead to more corruption?  Less corruption?  Or will it make no difference?” 62 percent said “more corruption,” just 14 percent said “less corruption” and 21 percent said it would “make no difference.” Four percent were unsure.  Government controlled medicine inevitably brings bureaucratic rationing, federal takeover of our nation’s health care sector. Obama is running up crushing federal debt at a level unprecedented in American history. We are talking trillions upon trillions of dollars in debt. This ensures the future will bring ruinous taxes, runaway inflation, or eventual financial collapse. Obama is also ushering in socialism at a breathtaking pace. Obama has endorsed the entitlement mentality, playing the victim, and mob rule. Obama is  penalizing and destroying American business. We saw what he did to automakers, This  president fired the CEO of General Motorists without any calls to major shareholders. We see banks failing and being taken over, and we see restaurants, retailers, and companies in the construction business struggling and failing.

Obama appoints tax cheats to his administration and then treats AIG executives as criminals, retroactively imposing 90% taxes on bonuses. This poll asked, “As a whole, are the decisions being made by the Obama administration good for America?  Or bad for America?” Over the past year, Americans have suffered through two nationalized auto companies, the injection of a trillion dollars of inflationary credit into the economy, a $700 billion Wall Street bailout, and a $787 billion “stimulus” package made up of  liberal policy proposals costing more than the entire Iraq War. Since Obama has been in office the Dollar Value has dropped to an all time low. To that, 58 percent answered “bad for America,” 37 percent said good and 6 percent were not sure.

The poll further showed that 64 percent of voters think the government is too big and that 62 percent think that bigger government leads to more corruption. The poll also found that 56 percent think the federal government is operating “out of line” with the U.S. Constitution.

The ‘Copenhagen Accord’

The proposed “Copenhagen Accord” announced by Obama at the international climate talks is short, barely three pages. It contains more aims than commitments, few clear targets for the future, and it is not legally binding. What its negotiators were able to agree on doesn’t go much beyond a statement about the dangers posed by climate change and the need for global action.

The text would require a unanimous vote of all 193 nations in the Conference of Parties to be approved. The text acknowledges a requirement to take action to keep average global temperatures from rising more than 2 degrees Celsius above pre-industrial times. The text acknowledges that deep cuts in global warming emissions are necessary, but it provides no targets. All references to a 2050 goal were eliminated. In the proposed text, the Annex I parties would commit to implement their individual emissions reduction goals for 2020. There are no emissions reduction targets for developing nations. The text includes a combined $30 billion in fast-start money from developed nations across the 2010-2012 period. That funding would be prioritized for the most vulnerable developing countries, such as the least-developed countries, small island states and African countries. Developed nations would fall under a strict monitoring regime. Among non-Annex I countries, only those seeking international support “will be subject to international measurement, reporting and verification in accordance with guidelines adopted by the Conference of Parties.” Other actions would fall under domestic measurement reporting and verification instead. The proposed text, still legally non-binding, offered no timetable for writing a legally binding accord.

In pursuit of the ultimate objective of the Convention as stated in its Article 2,

Being guided by the principles and provisions of the Convention,

Noting the results of work done by the two Ad hoc Working Groups,

Endorsing decision x/CP.l5 that extends the mandate of the Ad hoc Working Group on Long-term cooperative action and decision x/CMP.5 that requests the Ad hoc Working Group on Further Commitments of Annex I Parties under the Kyoto Protocol to continue its work,

Have agreed on this Copenhagen Accord which is operational immediately.

1. We underline that climate change is one of the greatest challenges of our time. We emphasise our strong political will to urgently combat climate change in accordance with the principle of common but differentiated responsibilities and respective capabilities. To achieve the ultimate objective of the Convention to stabilize greenhouse gas concentration in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system, we shall, recognizing the scientific view that the increase in global temperature below 2 degrees, on the basis of equity and in the context of sustainable development, enhance our long-term cooperative action to combat climate change. We recognize the critical impacts of climate change and the potential impacts of response measures on countries particularly vulnerable to its adverse effects and stress the need to establish a comprehensive adaptation programme including international support.

2. We agree that deep cuts in global emissions are required according to science, and as documented by the IPCC Fourth Assessment Report with a view to reduce global emissions by 50 per cent in 2050 below 1990 levels, taking into account the right to equitable access to atmospheric space. We should cooperate in achieving the peaking of global and national emissions as soon as possible, recognizing that the time frame for peaking will be longer in developing countries and bearing in mind that social and economic development and poverty eradication are the first and overriding priorities of developing countries and that a low-emission development strategy is indispensable to sustainable development.

3. Adaptation to the adverse effects of climate change and the potential impacts of response measures is a challenge faced by all countries. Enhanced action and international cooperation on adaptation is urgently required to ensure the implementation of the Convention by enabling and supporting the implementation of adaptation actions aimed at reducing vulnerability and building resilience in developing countries, especially in those that are particularly vulnerable, especially least developed countries, small island developing States and further taking into account the need of countries in Africa affected by drought, desertification and floods. We agree that developed countries shall provide adequate, predictable and sustainable financial resources, technology and capacity-building to support the implementation of adaptation action in developing countries.

4. Annex I Parties to the Convention commit to reducing their emissions individually or jointly by at least 80 per cent by 2050. They also commit to implement individually or jointly the quantified economy-wide emissions targets for 2020 as listed in appendix l, yielding in aggregate reductions of greenhouse gas emissions of X per cent in 2020 compared to 1990 and Y per cent in 2020 compared to 2005. Annex I Parties that are Party to the Kyoto Protocol will thereby further strengthen the emissions reductions initiated by the Kyoto Protocol. Delivery of reductions and financing by developed countries will be measured, reported and verified in accordance with existing and any further guidelines adopted by the Conference of Parties, and will ensure that accounting of such targets and finance is rigorous, robust and transparent.

5. Non-Annex I Parties to the Convention will implement mitigation actions, including those listed in appendix II, consistent with Article 4.1 and Article 4.7 and in the context of sustainable development. Mitigation actions subsequently taken and envisaged by Non Annex I Parties shall be communicated through national communications consistent with Article l2.1(b) every two years on the basis of guidelines to be adopted by the Conference of the Parties. Those mitigation actions in national communications or otherwise communicated to the Secretariat will be added to the list in appendix II. Mitigation actions taken by Non Parties will be subject to their domestic measurement, reporting and verification the result of which will be reported through their national communications every two years. Non Annex I Parties will provide biennial national inventory reports in accordance with revised guidelines adopted by the Conference of the Parties. [Consideration to be inserted US and China. Nationally appropriate mitigation actions seeking international support will be recorded in a registry along with relevant technology, finance and capacity building support. Those actions supported will be added to the list in appendix II. These supported nationally appropriate mitigation actions will be subject to international measurement, reporting and verification in accordance with guidelines adopted by the Conference of the Parties.

6. We recognize the crucial role of reducing emission from deforestation and forest degradation and the need to enhance removals of greenhouse gas emission by forests and agree on the need to provide positive incentives to such actions through the immediate establishment of a mechanism including REDD-plus, to enable the mobilization of financial resources from developed countries.

7. We decide to pursue various approaches, including opportunities to use markets, to enhance the cost-effectiveness of; and to promote mitigation actions. Developing countries, especially those with low emitting economies should be provided incentives to continue to develop on a low emission pathway.

8. Scaled up, new and additional, predictable and adequate funding as well as improved access shall be provided to developing countries, in accordance with the relevant provisions of the Convention, to enable and support enhanced action on mitigation, including substantial finance to prevent deforestation (REDD-plus), adaptation, technology development and transfer and capacity-building, for enhanced implementation of the Convention. The collective commitment by developed countries is to provide new and additional resources amounting to 30 billion dollars for the period 2010 – 2012 as listed in appendix III with balanced allocation between adaptation and mitigation, including forestry. Funding for adaptation will be prioritized for the most vulnerable developing countries, such as the least developed countries, small island developing states and countries in Africa affected by drought, desertification and floods. In the context of meaningful mitigation actions and transparency on implementation, developed countries support a goal of mobilizing jointly 100 billion dollars a year by 2020 to address the needs of developing countries. This funding will come from a wide variety of sources, public and private, bilateral and multilateral, including alternative sources of finance. New multilateral funding for adaptation will be delivered through effective and efficient fund arrangements, with a governance structure providing for equal representation of developed and developing countries.

9. To this end, a High Level Panel will be established under the guidance of and accountable to the Conference of the Parties to assess the contribution of the potential sources of revenue, including alternative sources of finance, towards meeting this goal.

10. We decide that the Copenhagen Climate Fund shall be established as an operating entity of the financial mechanism of the Convention to support projects, programmes, policies and other activities in developing countries related to mitigation including REDD-plus, adaptation, capacity- building, technology development and transfer as set forth in decision -/CP.l 5.

11. In order to enhance action on development and transfer of technology we decide to establish a Technology Mechanism as set forth in decision -/CP.l5 to accelerate technology development and transfer in support of action on adaptation and mitigation that will be guided by a country-driven approach and be based on national circumstances and priorities.

12. We call for a review of this Accord and its implementation to be completed by 2016, including in light of the Convention’s ultimate objective. This review would include consideration of strengthening the long-tenn goal to limit the increase in global average temperature to 1.5 degrees.

Castro Call Obama Visit To Copenhagen A “Show”

Cuban leader Fidel Castro called Obama’s trip to UN climate change talks in Copenhagen as a “show,” and complained that the world’s poor will shoulder the burden of any summit agreement. Castro also criticizes the “fascist methods” used by Danish police to put down protesting environmental activists. Castro has stated that the worst part of the summit “is blind selfishness of a rich and privileged minority that intents to impose the bulk of the necessary sacrifices on the immense majority of planet inhabitants.”

Castro criticized Obama for accepting the Nobel Peace Prize and lashed out at his climate policies, accusing the US president of not fighting the “oligarchy of irresponsibly” who are opposing change. He said, “Obama is not ignorant. Like Gore, he knows the grave danger that threatens everyone, but he vacillates and is weak in the face of a blind and irresponsible oligarchy in that country.”

Hugo Chávez Calls Obama The Devil

Venezuelan President Hugo Chávez spoke at the United Nations Climate Change Conference in Copenhagen, and suggested that President Obama is the DEVIL. Chavez was the hit of the show at Copenhagen, a stunning ‘truth to power’ moment, shedding light on the true intent of the left-alarmist-Copengagen wealth confiscation crowd.

Chávez said that “the Kyoto Protocol cannot be declared dead or extinguished, which is what the US pretends to do. Which is why (President) Evo (Morales of Bolivia) tells a great truth: If Obama, Nobel War Prize, said here, by the way, it smells of sulfur here. It smells of sulfur. It keeps smelling of sulfur in this world. The Nobel War Prize has just said here that he came to act. Well, then show it, sir, don’t leave by the back door, eh? Do everything you need to do for the US to adhere to the Kyoto Protocol, and let’s respect Kyoto, and empower Kyoto, and respond to the world in a transparent fashion.” The comment recalled Chávez’s speech to the United Nations in September 2006 when he referred to President Bush as the devil, also leaving behind a scent of sulfur.
